About Project:
Doctors with Africa CUAMM is due to implement a district health systems
strengthening project in West Nile with a similar intervention already running
in Karamoja in partnership with UNICEF. The purpose of the project is to
support the district health systems in service planning, implementation,
support supervision, quality improvement and information management and
reporting leading to sustainable increase in access to health services
especially maternal, neonatal, adolescent, nutrition and EMTCT services and
stronger district health systems. The project will focus on strategies and
delivery platforms that have potential to reach the most vulnerable children in
both host communities and refugee settlements. Districts with refugees will
receive support in line with the Refugee and Host Population Empowerment
(ReHoPE) strategy, in order to deliver government-led, multi sector actions
directed to both host communities and refugees.

Job Summary: The Project
Officer will be the technical advisor for health system strengthening
activities and will work with the different DHT focal persons to ensure they
provide the necessary support to peripheral facilities. The incumbent will be a
member of the District Health Team, S/ he will work hand in hand with the DHO
and members of the DHT and ensure the team provides the relevant leadership and
governance functions. Provide leadership to the project team in the district
and facilitate programme implementation at the district ensuring that all
activities are done according to plan. The jobholder will actively engage the
highest level of district leadership to cause action where leaders’ action is
deemed essential. In addition, he/she will be involved in ensuring proper management
of the project resources in the district including transport, human resource
and financial resources.

Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the Project
Officer/District Team Leader placement should possess an MBChB/BScN or
equivalent health qualifications. MPH, MSc HSM, or related equivalent
degrees or equivalent experience will be an added advantage. - Hands-on experience in maternal neonatal
care, PMTCT, nutrition; knowledge of the Uganda reproductive health policy
and plan, and knowledge of the district and HSD health system. - Proficiency in computer usage (common
office applications) and should demonstrate good understanding of HMIS,
DHIS2 and SMS reporting. - Preference will be given to candidates who
can demonstrate that they have sound experience working in the region
and/or in a closely related project - Demonstrated ability to work in difficult
environments of scarcity and with minimum supervision.
