In light of the motion passed by Parliament to extend the sim card
registration by not more than a year, I speak to an official of the National
Identification and Registration Authority on the flaws in the registration process
for National IDs and the way forward for the unregistered citizens, that will

at the headlines.

Parliament has passed a motion seeking to have the Uganda
Communications Commission extend the deadline for Sim Card registration for not
more than one year. Parliament also directed minister of ICT and Communication
to present a status report on the registration and validation of sim cards
while the minister of security was tasked to issue specific regulations for the
exercise. As Herbert Zziwa reports, ICT minister Frank Tumwebaze insists that
while government respects the parliamentary resolution, the sim card
registration deadline of Friday will remain.
 With just a day left to the
deadline for the switch off of unverified sim cards, hundreds of desperate
people formed long lines to beat the deadline to have their phone lines
registered. Many of the people who have not yet yet got their national IDs are
spending nights at the ID registration centres hoping to be first in line in
the morning. Telecom sector regulator, the Uganda Communications Commission is
expected to switch off unverified sim cards on Friday.
Now, if the directive to switch off unregistered sim cards by the
Uganda Communications Commission is effected, 3,465,940 subscribers will be
affected.
This according to the final figures submitted to the telecommunications
regulator at close of business today. At least 19 million subscribers had
submitted their details while only 15.7 million had been verified and
authenticated. The National Identification Registration Authority has rejected
over 1.2 million subscribers over faulty data. Information Technology and
Communications Minister, Frank Tumwebaze, maintains that despite Parliament’s
passing of a motion to extend sim card registration, the deadline stands.
