Job Summary: The Project
Manager is primarily responsible for the development, supervision and effective
management of the WCC Legal Aid project titled “Increasing Protection for
Refugees and Other Vulnerable Persons in Ugandan Settlements” implemented in
Adjumani, Arua, Kiryandongo, Koboko and Kamwenge districts.  He/she will be responsible for effective
implementation of the project in accordance with the project objectives,
activities and targets, which includes developing and implementing detail
implementation plan, monitoring and evaluation, preparing quality project
narrative and financial reports, developing and managing partnerships, and
managing and supervising the project teams.
Key Duties and
Responsibilities:  
Project Management and Delivery:
  • Work in liaison with the Program
    Manager/Head of Programs and the project team, develop and implement clear
    project implementation plans ensuring that the plan is aligned with the
    project design as well as WCC and donor compliance.
  • Responsible for effective management of
    the implementation of the project in line with the project proposal and
    implementation plans ensuring timely delivery of high quality results.
  • Responsible to ensure that all WCC project
    implementation policies, systems, procedures and standards as well as
    donor funding contractual requirements are fully understood by the project
    team, complied with and adhered to.
  • Oversee the process of networking,
    developing and managing strategic partnerships with government departments
    and non-governmental organizations for effective implementation of the
    project in accordance with the project proposal and plans.
  • Serve as the focal point and main contact
    person in WCC Uganda with regard to the project, including communication
    and liaising with other WCC staff and partners. 
  • Work in liaison with the Program
    Manager/Head of Programs, actively represent WCC in filed and national
    level external sector forums, networks, coordination meetings and events
    as required. 
Grant Management:
  • Responsible for Grant Management of the
    project in accordance with the approved project budget ensuring full
    compliance with WCC financial polies, systems and procedures as well as
    compliance with donor funding contractual requirements.
  • Develop, maintain and regularly review
    financial plans to deliver project objectives and plans, including
    preparing and implementing project spending plans and quarterly financial
    forecasts/projects.
  • Carry out monthly and quarterly budget
    variance reviews and in consultation with the Program Manager/Head of
    Programs and Finance and Administration Manager (FAM) develop and implement
    actions to address any potential challenges in a proactive manner.
Monitoring, Evaluation, Accountability and Learning (MEAL):
  • Working closely with the Monitoring,
    Evaluation, Accountability and Learning (MEAL) Officer, develop and
    implement robust MEAL framework, plan and system to measure, document and
    disseminate progress, results and organizational learning.
  • Work in close consultation with the
    Monitoring, Evaluation, Accountability and Learning (MEAL) Officer,
    oversee the planning and implementation of baseline survey, safety audit,
    mid-term and final project evaluations in accordance with the project
    proposal and donor funding agreement. 
  • Plan, organize and facilitate quarterly,
    annual, mid-term and end of project and budget review meetings and workshops,
    and prepare and submit to the Program Manager/Head of programs quality
    review reports.
  • In consultation with the project team and
    Program Manager/Head of Programs, lead the process of documentation and
    dissemination of learning and liaise with other WCC Uganda programs teams,
    WCC Headquarters and other WCC country programs, to share learning, best
    practices and successes of the project. 
  • Responsible for timely preparation and
    submission of WCC internal and donor project narrative and financial high quality
    reports (monthly, quarterly, annual, mid-term and end of project) to the
    Program Manager/Head of Programs, ensuring full compliance with WCC policy
    and donor funding contractual requirements.
  • Maintain up-to-date records, documentation
    and files of the project and partnership development and management,
    including project implementation plans, reports, MEAL, agreements,
    correspondences, and events.
Human Resource (HR) and Operations:
  • Responsible for performance-based
    management, supervision and capacity development of project staff,
    including identification of capacity building needs of project partners.
  • Working closely with the Logistics
    Assistant, ensure up-date-date recording and effective management,
    accountability and utilization all project goods, supplies and
    equipment.    
Other Duties:
  • Significantly contribute to the
    development, implementation and review of the Country Strategic Plan (CSP)
    and work closely and collaboratively to assist WCC Uganda in delivering
    its objectives.
  • Actively contribute to the development and
    implementation of change management initiatives, including, and where
    necessary, instigating structural reforms within the project.
  • Support the Logistics and Security Manager
    and Country Director (CD) in developing, implementing and reviewing
    country security management and emergency plans.
  • Deputize for the Program Manager/Head of
    Programs when necessary.
  • Undertake other appropriate level duties
    as assigned by the Program Manager/Head of Programs or the Country
    Director (CD) from time to time.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the War Child
    Canada Project Manager, Protection/Legal Aid Project employment
    opportunity should hold a first degree or equivalent qualification in
    Social Studies, International Development, Law or related discipline.
  • A minimum of five years of project
    management experience in a similar or related field/sector.
  • Demonstrated ability to develop, manage
    and monitor project budget.
  • Broad knowledge and understanding of
    participatory approaches and current developments trends.
  • Ability to work in multi partner
    environments to insure sufficient rigor in M&E.
  • Good facilitation and coordination skills.
  • Previous experience of people management
    and development, including team building and team working.
  • Good organizational, planning and time
    management skills with attention to details.
  • Ability to prioritize and manage multiple
    tasks, time, tight schedules and meeting deadlines.
  • Proven communication skills (both in
    written and spoken English).
  • Excellent record keeping and report
    writing skills.
  • Excellent networking, interpersonal and
    negotiating skills.
  • Demonstrated competence in conceptual,
    analytical and problem solving skills.
  • Computer skills (word, excel, outlook,
    power point, internet).
  • Prior experience working at a global
    organization is an asset.
  • Strong belief in human rights and gender
    equality.
  • Previous experience or good understanding
    of Theory of Change based approaches is desired
  • Able to travel, at times at short notice,
    and spend time away from work base and home.
