Key Duties and
Responsibilities:  
  • The incumbent will be in charge of the
    design and implementation of the National Content development strategy for
    the Project in line with the National Content Regulations.
  • Tasked with proposing detailed local
    content objectives based on the requirements of the National Content
    Regulations and in-country research of capacities and capability. Prepare
    and submit the documents required under the National Content Regulations.
  • In charge of establishing the
    methodologies and the organization by which National Content delivery will
    be implemented by contractors (EPC and others…) and controlled.
  • Handle National Content Strategy
    Implementation as follows:
    • Coordinate integration of
      National Content requirements in the project contractual strategy at all
      levels of the Project’s supply chain.
    • Monitor contractors’
      performance and progress in accordance with contractual requirements.
      Prepare the National Content reporting.
    • Ensures technical training
      actions are aligned with the best expression of the project manpower
      demand for Contractors.
    • Offer technical support in
      the implementation of linkage and capacity building programs as part of
      the National Content plan for contracted services
Qualifications, Skills and
Experience:
  • The ideal candidates for the TOTAL Project
    Engineer Capacity Building job opportunity must hold a Bachelor’s degree
    in Engineering or Master’s degree in Business Administration or equivalent
  • At least ten years of relevant professional
    experience, including working in emerging countries
  • Previous exposure and experience in
    preparation and implementation of National Content Development plans
  • Ability to communicate effectively to a
    variety of audiences, including local Authorities, local and international
    companies and all stakeholders within the Company.
  • Fluency in English.
