About US:
The Makerere University Walter Reed Project (MUWRP) is a non-profit HIV
research program that was established in 2002 as a result of a memorandum of
understanding between Makerere University and The Henry M. Jackson foundation
for Advancement of Military Medicine Inc. of USA (HJF). The primary purpose of
MUWRP is to develop, evaluate and provide interventions to mitigate disease
threats of public health importance to Uganda.
Job Summary: The Health
Information Systems Manager – PEPFAR Program will serve as the Health
Information Systems (HIS) lead for the Makerere University Walter Reed Project
(MUWRP) PEPFAR Program. The position’s primary responsibility will be to ensure
that MUWRP PEPFAR program data is properly collected, managed, analyzed and
reported to support program improvement. . The HIS manager will work closely
with the PEPFAR M&E, data field teams, QA/QC teams  and other program staff to ensure
quality  data collection and support  management 
of health information systems to include database development and data
management. He/she will lead the development and implementation of formative
research, ensure functionality of electronic data management systems, provide
routine and adhoc data reports and participate in Site Improvement Monitoring
activities. The incumbent will serve under the immediate supervision of the
PEPFAR Program Manager. 
Key Duties and
Responsibilities:  
  • The incumbent will develop, review,
    routinely update and support functionality of; PEPFAR Health Information
    systems, data management plans, databases, data management policies and
    guidelines.
  • Render support to the program by
    interpreting data from MUWRP PEPFAR databases, analyze results, support
    planning, and provide technical guidance to the M&E team.
  • Keenly review program reports generated
    from MUWRP data management systems and DHIS2 for data completeness,
    accuracy and consistency.
  • Assist the Program Manager to get accurate
    and complete data from the PEPFAR data bases and identify key and priority
    areas for implementation/formative research
  • Offer technical support in implementation
    of program evaluations, assessments and surveys.
  • Coordinate and supervise the development
    and implementation of electronic data collection and management systems in
    all supported sites.
  • Support consultants/ teams as identified
    by MUWRP to implement/ upgrade EMR data bases or support data and M&E
    functions of the program.
  • Keenly monitor and ensure implementation
    of DoD/MUWRP Site Improvement Monitoring System (SIMS) activities.
  • Exercise and maintain confidentiality of
    client information at all times.
  • Serve as the MUWRP representative on the
    USG Emergency Plan coordinating SI TWG
  • Perform any other duties as may be
    assigned by the supervisor.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Health
    Information Systems Manager – PEPFAR Program job opportunity should hold a
    Bachelor’s degree in statistics or BSC- Mathematics. Master’s degree in
    Public Health, Statistics, Epidemiology or Demography, Additional training
    in M&E is of an added advantage
  • At least three years’ experience
    supporting data management for HIV/AIDS MoH and PEPFAR supported programs.
  • Proficiency and technical expertise in
    database design development, data mining and segmentation techniques is an
    added advantage.
  • Broad knowledge and experience using
    statistical analysis packages (SAS, SPSS, STATA etc)
  • Adept at queries, report writing and
    presentation of findings.
  • Ability to work under pressure and
    prioritize tasks within deadlines
  • Extensive knowledge of MOH M&E
    processes
