Aid Operations (ECHO), formerly known as the European Community Humanitarian
Aid Office, is the European Commission’s department for overseas humanitarian
aid and for civil protection. The European Union has been the second largest
donor of humanitarian assistance since 2000. Together with its Member States,
it is the world’s biggest donor of humanitarian aid, providing over 50% of the
total humanitarian aid in 2009. ECHO-funded projects affect over 120 million
people in 90 countries annually. In 2013
it provided €1.35 billion for emergency relief.
and to maximise the impact of the humanitarian operations financed by the
European Union and of the EU Civil Protection activities in Uganda. The Head of
Office (HoO) is responsible for the supervision of ECHO’s administrative,
policy support and operational activities and for the management of office’s
resources. The incumbent is also responsible for strategic planning of the
office activities and represents ECHO at technical level. The expert will be
required to carry out regular missions to identify and assess humanitarian
needs and to monitor programmes in Uganda. At the request of ECHO Headquarters,
the expert may also be called upon to carry out missions linked to his specific
responsibilities to neighboring countries, to other regions or to Brussels, and
should be prepared to react to a current or evolving crisis in any other region
in the world following a request by DG ECHO Brussels.
Experience:
- The ideal applicant for the ECHO Technical Assistant – Head of Office
career opportunity must have at least ten years of experience in
delivering humanitarian assistance and in particular in the following
domains : – Food Security, refugee and resettlement situations, management
of multi-sectoral humanitarian aid programmes. - At least five years of experience in
financial and administrative management of field offices of which minimum
one year outside EU and other industrialized countries. - The ideal candidate should have a minimum
of three years of experience in countries/regions affected by both
conflict and natural disasters. - Excellent command of English is
compulsory. - Language requirements:
mastering of at least 2 languages: English or French as 1st language;
French, English, Spanish, Arabic or Russian as 2nd language.
