About URA:
The Uganda Revenue Authority (URA) was established by the Uganda
Revenue Authority Statute of 1991 and set up in September of the same year as a
central body for assessment and collection of specified revenue, to administer
and enforce the laws relating to such revenue and to provide for related
matters. This statute incorporated all the laws that were in force then
regarding tax collection. The new organization (URA) amalgamated the three tax
administration departments that were responsible for all the taxes collected by
the Central Government of Uganda.
Job Summary: The Officer
Civil Engineer will manage the operations, maintenance, constructions and
repairs to URA’s buildings to ensure a conducive working environment
Key Duties and
Responsibilities:  
Oversee and report on the maintenance work of URA buildings/Offices to
maintain a conducive work environment:
  • Develop periodic maintenance plans on a
    quarterly basis in respect to the budgetary aspects.
  • Study structural suitability (structural
    appraisal of buildings) and document findings.
  • Handle minor repair works e.g. repair of
    furniture, doors as and when it comes etc.
  • Prepare and submit technical reports on
    the implementation of the planned site visits.
Develop drawings, layouts, Bills of Quantities, technical
specifications, scope of work and TORs for bid solicitation
  • Identify and document user needs for
    construction of the buildings or renovations of buildings
  • Develop drawings, BOQs, technical
    specifications, TORs for various locations in line with requests /approved
    plans and or instructions from the line manager.
  • Draw plans, sections and elevations of
    structures and submit to the line supervisor for further management
The Engineer will also supervise all contracted works and services,
recommend payments and prepare final account of projects and performance review
of contracts on all projects to ensure value for money
  • Identify and develop a checklist of
    project outputs and share the expected outputs from the prospective
    Service Provider with the budget holder.
  • Carry out project supervision, review
    performance of contractors and write technical reports.
  • Review BOQs, technical specifications and
    TORs.
  • Inspect works, verify and recommend
    payment of contractors for completed works
  • Handle contract issues related to
    implementation e.g. shop drawings, material approvals, variations, project
    final account and contract performance.
  • Supervise and quality assure all
    engineering consultancy services.
Qualifications, Skills and Experience: 
  • The applicant for the Uganda Revenue
    Authority URA Officer Civil Engineer job placement must hold a Bachelor of Science in Civil Engineering
    obtained from a recognized Institution
  • Registered
    Engineer with an appropriate body of Engineers at a national level
  • Additional training in Contract Management & Project Planning and
    Management is desirable
  • A minimum of three years working experience in the
    relevant engineering work (management of construction projects or
    properties) from a reputable organization.
  • Previous
    exposure and experience in supervising construction projects is required
  • Working knowledge of the procurement procedures and laws (PPDA
    Act)
  • Knowledge
    in the preparation of Bills of Quantities
  • Skilled
    and experience in drawings
  • Good
    proposal and report writing skills
  • Certification
    of work under projects
  • Knowledge
    of the laws and regulations governing the Engineering Profession in Uganda.
  • Excellent
    problem-solving skills and analytical thinking
  • Keen
    eye for detail and good design
  • Excellent
    numeracy and a good level of scientific understanding
  • Excellent
    communication skills, particularly oral/written skills
  • Excellent
    people and time management skills
  • Demonstrated
    ability to work well both as part of a team, and on your own initiative
  • Strong
    technical drawing and interpretation skills
  • Good
    computer skills and familiarity with industry-specific software and
    modelling programs
  • Resilience
    and ability to travel frequently
