About US:
The Lotteries and Gaming Regulatory Board (LGRB) is a body corporate established under the Lotteries and Gaming Act No. 7 of 2016 which came into effect on 8th April 2016. The Act is supported by a set of 5 Regulations which came into effect on 28th May 2016.  The law mandates the Board to regulate the operations of lotteries, casinos and betting houses (Industry).

Job Summary: The Manager Finance and Administration will oversee the Finances, Accounts, Procurements and General Human Resource and Administration of the organization

Key Duties and Responsibilities:  
  • Regularly analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting.
  • Coordinate and lead the annual audit process, liaise with external auditors and the finance committee of the board of directors; assess any changes necessary.
  • Manage and lead annual budgeting and planning process in conjunction with the CEO; administer and review all financial plans and budgets; monitor progress and changes and keep senior leadership team abreast of the organization’s financial status.
  • Effectively communicate and present the critical financial matters to the board of directors.
  • Manage organizational cash flow and forecasting.
  • Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
  • Update and implement all necessary business policies and accounting practices; improve the finance department’s overall policy and procedure manual.
  • Perform any other duties assigned from time to time.

Qualifications, Skills and Experience:
  • The applicant for the Lotteries and Gaming Regulatory Board (LGRB) Manager Finance and Administration job placement should hold a Master’s degree in Finance or Business Administration majoring in Accounting from an internationally recognized University.
  • Also, the incumbent must hold a Bachelor’s degree (Hons) in Finance, Commerce or Business Administration from an internationally recognized institution.
  • Professional qualification in ACCA or CPA or equivalent
  • A minimum of five years of relevant working experience, three (3) of which should have been in a supervisory position of a reputable, busy and organized institution.
  • Significant experience working in a leadership role in an organization/business unit/project  with diverse professionals
  • Previous exposure and experience in Government budgets and financial systems are a must.
  • Good knowledge of the policies, financial and administrative procedures and legislations relevant to Uganda Government Financial Sector.
  • Prior experience in Government Information Management Systems is a must
  • Highly innovative and with a proven high level of integrity
  • Ability to work independently and in a team
  • Excellent track record of outstanding performance
  • Excellent interpersonal and communication skills
  • Possess good administrative and negation skills
  • Good track record of training and mentoring others
  • Highly analytical skills
  • Computer literacy skills
