About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Senior WASH
Associate will primarily develop, guide and oversee WASH strategy for refugee
villages. The incumbent of this position will support WASH related activities
in the refugee villages.
Key Duties and
Responsibilities:  
  • Offer timey technical guidance and support
    to partners on all WASH-related issues to ensure quality,
    cost-effectiveness, sustainability and environmental sound WASH
    interventions.
  • Act as focal person on water, sanitation
    and hygiene promotion issues within UNHCR and liaise with UN related
    agencies and governmental and non-governmental counterparts.
  • Keenly review on a regular basis the
    quantity and quality of water and sanitation services offered in the RVs
    and ensures the maintenance of records of WASH performance indicators for
    all locations.
  • Work closely with other sectors,
    particularly Site Planning, Health and Community Service, to locate, plan,
    implement and monitor WASH activities.
  • The jobholder will also review
    performance, undertake field verifications, monitor development and
    evaluate activities and approaches adopted by partners in WASH and related
    sectors, sharing the results with the Technical Unit.
  • Offer technical assistance (TA) to
    partners and help to enhance capacity building of partners. Promote
    community involvement and participation in all the different stages of the
    WASH project cycle.
  • Put measures in place to ensure that
    regular and accurate reports that analyze the challenges encountered in
    providing WASH services for beneficiaries are prepared and circulated.
  • Take part in the preparation of all
    reports for management, boards, donors, budget reviews, programme
    analysis, monthly, annual reports etc. in a timely manner.
  • Actively participate, guide and provide
    technical inputs during strategic and operational planning cycles of UNHCR
    both at the field office and country levels.
  • Develop/design WASH interventions for each
    location consistent with the country wide WASH policies.
  • Carry out any other tasks as required.
Key Performance Indicators:
  • UNHCRs policies, standards and procedures
    relating to WASH are constantly and coherently applied in the area of
    responsibility (AoR).
  • The needs of persons of concern are
    assessed and analysed in a participatory manner and using an Age, Gender
    and Diversity (AGD) perspective to form a firm basis for planning.
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Senior WASH Associate job vacancy should have completed Secondary education
    with an advanced training/certification in Civil or Tech Engineering.
  • At least eleven years’ experience with five
    years in the field of water and sanitation.
  • Proven technical expertise in area of WASH
    assessment including surveys, programme implementation, monitoring, evaluation,
    and coordination.
  • Broad knowledge and experience of working
    with local partner agencies with a capacity to provide formal and informal
    training.
  • Excellent knowledge of relevant computer
    application, including AutoCad.
  • Fluency in English, both verbal and
    written.
  • Excellent knowledge of Madi is an added
    advantage.
