Rescue Committee (IRC)
livelihoods are shattered by conflict and disaster to survive, recover, and
gain control of their future. It was created by Albert Einstein more than 80
years and has been working in Uganda since 1998. It has particularly working in
the conflict zones where tens of thousands of people have been kills and over
1.6 million displaced. Following a peace agreement in 2006, Ugandans are
returning home and looking to rebuild their lives. The IRC is there to protect
women and children from violence and exploitation by fostering a safe
environment and encouraging education, and is supporting farmers and small
businesses, and helping communities promote peace and long-term development.
Operations Coordinator will provide support to systems and functions necessary
to implement programs effectively and accountably, inclusive of Supply Chain,
ICT, administration, human resource as well as safety and security management.
The Operations Coordinator provides leadership of these efforts to ensure
quality program delivery by improving the integration, management and planning
of country operations. The Operations Coordinator manages a team made up of the
Supply Chain Manager, Human Resources Manager, ICT Officer, based in the main
office and Field Coordinators/Managers based in five field sites.
Responsibilities:
- Verify that country office administration
and staff policies are documented, disseminated and required compliance
monitoring processes are effective. Monitor employment policies and
procedures compliance to evolving national labor law requirements. - Through collaboration with Operations and
Program Coordinators ensure that each team is staffed appropriately
according to need and funding availability. Assure staff hiring is executed
efficiently and in compliance to national labor law and IRC policy. - Work with the country and field offices to
implement effective staff training programs, initiatives related to staff
retention strategies to maximize use of staff capacity and resources. - Maintain management oversight for country
level action plans for the Security Management Plan, “The IRC Way: Standards for Professional Conduct”.
- The incumbent will verify that country
supply chain policies are appropriate, documented, disseminated and
required compliance monitoring processes are effective. This should be
achieved through the prioritization of ongoing and systematic field
monitoring visits. - Assist supply chain staff in working
effectively with other units to improve planning and resource utilization.
Work with program staff to ensure procurement planning, identification of
operational support needs and transition planning.
Controller:
- Provide input to the Country Director on
potential areas of concern related to: operations spending; effectiveness
of in-country reporting and planning systems; and Field/Program
Coordinators oversight of expenditures and adherence to financial
requirements. - Review operating budget and strategy
planning as part of the annual fiscal year process prior to HQ submission
and periodically throughout the fiscal year; - As requested by the Country Director,
provide input to audit issues and corrective action plans.
- The incumbent will also ensure that the
Security Management Plan and SOP’s are revised as per the contextual needs
and most recent guidelines from the Global Safety and Security unit. - Work in close collaboration with the
Safety and Security Manager monitor field site security trends and review
the implementation of SOPs. - Ensure all office and residential
locations are safe and secure.
- Provide oversight and guidance to Field
Coordinators/Managers/Officers based in five field offices. This support should focus upon all
aspects of field office control and efficiency. - Work in collaboration with the Regional
Safety and Security Advisor to ensure that field staff are well trained
and operating in compliance with the Security Management Plan. - Provide management support and oversight
to the Field Coordinators/Managers/Officers in implementing security
policies and procedures. - Develop and maintain a management
information system that effectively captures performance data from country
and field offices. Work with Finance Controller, Deputy Director of
Programs and Country Director to proactively identify, analyze and respond
to trends either through reinforcement or corrective action. - Participate in the development and/or
review of new proposals, operating plans and Strategic Action Plans
ensuring that the views of field staff are captured and reflected wherever
appropriate.
Experience:
- The ideal candidate for the IRC Senior
Operations Coordinator job vacancy should hold an MBA or comparable degree - At least five to seven years in an
operational management role, with several of these being in an
international NGO. - Excellent interpersonal and training
skills, ability to work in multi-cultural environments. - Diverse background in operations, with
strong understanding of finance, administration and supply chain. - Excellent interpersonal skills and a
collaborative management style. - A demonstrated commitment to high
professional ethical standards and a diverse workplace - Strong supervisory and inter-personal
skills. - Computer competency with word processing,
spreadsheets and databases. - Strong negotiation skills.
