About US:
The Ministry of Health (MoH) Uganda is a government body charged with policy formulation and policy dialogue with health development partners, resource mobilization and budgeting, strategic planning, regulation and advising other ministries on health matters, setting standards and quality assurance, capacity development and technical support, provision of nationally coordinated services such as epidemic control, coordination of health research, and monitoring and evaluation of the overall sector performance.
Job Summary: The Social Behavior Change Communication Officer will develop, implement, monitor, and evaluate Social Behavior Change Communication interventions. The position will also involve provision of support for resource mobilization efforts for Social Behavior Change Communication interventions, in line with the department’s mission.
Key Duties and Responsibilities:  
  • Working closely with the MoH team, the Social Behavior Change Communication Officer will:
  • Explore and document best practices to promote Social Behavior Change Communication in line with existing standards
  • Keenly monitor national Social Behavior Change Communication implementation
  • Map all partners working on Social Behavior Change Communication in Uganda
  • The jobholder will network with various stakeholders (public and private) to promote the Social Behavior Change Communication agenda at the policy and implementation levels
  • Disseminate experiences arising from Social Behavior Change Communication interventions in line with the departmental guidelines
  • Identify funding opportunities for Social Behavior Change Communication activities
  • Develop fundable research proposals for Social Behavior Change Communication programs and activities
  • Develop operational plans and budgets for Social Behavior Change Communication initiatives in line with the approved programs and budget lines
  • Keenly monitor and evaluate impact of Social Behavior Change Communication interventions in various health programs
  • Prepare monthly and other regular reports of Social Behavior Change Communication activities in line with the departmental guidelines
  • Manage community health worker program and act as liaison between key partners
Qualifications, Skills and Experience: 
  • The ideal candidate for the Global Health Corps Social Behavior Change Communication Officer job placement should hold a Bachelor’s degree. Possession of a Master’s degree in public health, mass communications or related field
  • Previous experience in social behavior change communication
  • Experience working directly with a developing country government
  • Previous experience in monitoring and evaluation
  • Knowledge of USAID and other large donor agency rules and regulations
  • Proficiency in MS Office and computer applications (Word, Excel, Access, PowerPoint, STATA)
  • Strong experience in policy and strategy development
  • Strong knowledge of community health worker programs
  • Strong presentation skills
  • Experience in conference and/or high-level meeting planning and organization
  • Good analytical and decision making skills
  • Ability to work under pressure and meet deadlines
  • Familiarity with resource mobilization and budgeting
  • Ability to work in a team environment, but with self-sufficiency and self-motivation
  • Strong interpersonal and communication skills
  • Ability to multitask with flexibility and demonstrated ability to prioritize across multiple activities
  • Research experience and skills
  • Ability to network and engage with multi-stakeholders
  • Experience living in a developing country 
Job Terms and Conditions: Fellows will be provided with housing, health insurance and a living stipend of $550/month. Additionally, fellows will receive an award of $1500 upon successful completion of the fellowship year. Flights to and from the placement site and all other costs associated with GHC programming are included, including $600 in professional development funds. Fellows at the Ministry of Health are provided with a room in an apartment. The living quarters are self-contained, meaning that the kitchen, bathroom, living, and sleeping areas are in one building. The Ministry of Health fellow will have a private room but share common areas with other GHC fellows. It is basic but comfortable, situated in Kampala, an urban center and capital of Uganda.
Note: The living stipend and completion award may be paid out in USD or local currency, as determined by the placement organization.
