Food for the Hungry (FH) is a Christian international relief and
development organization that has been working in Uganda since 1989. FH’s
primary goal is to respond to development needs and complex humanitarian
emergencies. FH is currently operating programs in more than 26 countries and
has national offices in the UK, Canada, Switzerland, Korea, United States of
America and Japan. In Uganda, FH is operational in the communities of Pader,
Kitgum, Lamwo, Agago, Kole, Kween, Mbale, and Mukono Districts implementing
programs in four main sectors of Education; Food Security and livelihoods;
Health/Nutrition and Disaster Risk Reduction; with the Head office located it
Kampala.
Job Summary: The Program
Manager will oversee FH Uganda’s programs that follow Child Focused Community
Transformation model and this will include realizing outcomes related to
impacting vulnerable families (especially children), influencing the
transformational development. The Program Manager (PM) has the responsibility
for managing program planning and implementation, management of staff, M&E
and finance management within clusters reporting to him/her.
Key Duties and
Responsibilities:  
Program Management (40%)
·        
Lead province programs planning, implementation
and monitoring and evaluation process
·        
Guide and assist with defining the required team
composition and structure for the operational programs in accordance with FH’s
CFCT Model
·        
Provide program, budgetary oversight and
supervision ensuring that all planned activities, outputs and impacts are
achieved over the life of each program.
·        
Ensure Programs or and Projects are designed and
implemented in accordance with FH Uganda Country Strategic goal and complies
with CFCT Model
·        
Supervise Cluster Coordinators in the management
and implementation of projects, ensuring adequate monitoring, reviewing
progress, reviewing beneficiary feedback, identifying corrective actions
required and capturing learning.
·        
Facilitate the submission of quality Program
reports, ensuring timely submission in accordance with required reporting
formats.
·        
Manage the timely provision of operational
updates for the program as well as additional information to be used for
fundraising, advocacy and media
Team and Financial Management (30%)
·        
Lead and manage staff ensuring clarity over
strategy, plans and priorities, providing supervision, guidance and mentoring,
encouraging effective teamwork and inclusiveness and building a team spirit
through regular meetings and events.
·        
Provide management support to direct reports in
their management of others, and their implementation of objectives, work plans
and budgets.
·        
In close collaboration with Finance teams, lead
the budgeting processes as relates to project plans and implementation
·        
Closely monitor program activities to ensure
they are delivered within established budgets and donor and FH financial
regulations.
·        
Closely work with Finance teams to make adjustments
to spending plans and seek approvals from donors and relevant approvers in
event of changes to budgets.
·        
Ensure that ALL program budget holders
understand finance regulations and policies as relates to program spending
·        
Implement FH’s performance management system
with direct reports with objective setting, probationary reviews, regular
catch-ups, 6-monthly performance appraisals, and development planning and exit
interviews, carried out for staff.
·        
Provide spiritual and leadership support to
direct reports and other staff where appropriate.
·        
Contribute to developing and modeling a team
culture characterized by a shared vision, commitment and mutual accountability
that reflects FH’s desired corporate values being servant-hood,
Christ-centered, excellency, stewardship, grace, and holistic.
·        
Create structured opportunities to encourage
learning from all staff, ensuring internal and external evaluations and reviews
are undertaken as appropriate. Ensure recommendations are implemented and
learning is shared within the province and in the wider FH Uganda team.
·        
Work in liaison with the HR Manager ensure FH
Uganda HR policies and procedures are implemented across the operational
program.
Resource Mobilisation (25%)
·        
Support the Program Director in identifying
needs, providing necessary information for resource development and securing
donor funding in accordance with budget targets and maintaining a diversity of
future funding options for the office.
·        
FH Uganda’s resource development efforts in
needs assessments and design of project concepts and proposals, including log
frames, budgets and supporting documentation
·        
Provide intellectual material to resource
development necessary to raise funding
·        
Actively contribute to the development of
country income and budget planning processes
·        
Assess programming contexts and make
recommendations to changes in processes and advise on brand risk management
·        
Resolve diverse and occasionally complex
problems related to funding and donor relationship management
·        
Gather and collate information from a wide range
of well-defined sources/analyze and communicate complex information to a wide
audience with regards to funding opportunities and grant management (knowledge
management)
·        
Representation in donor meetings and some
external relationships
External Relations (5%)
·        
Support the Program Director with representation
to the government at national level, helping to ensure constructive working
relationships are maintained to allow expansion and growth of FH Uganda
transformation development in the province.
·        
Work in liaison with the Program Director and
other staff, represent FH Uganda at the national level to other NGOs, and
visitors ensuring coordination and attendance at relevant interagency
technical, and security coordination networks as necessary.
Qualifications, Skills and
Experience:
·        
The applicant for the Food for the Hungry (FH)
Program Manager job opportunity must hold a Bachelor’s degree in Social
Sciences, development studies, Social Work and Social Administration, Business
management or related studies.
·        
Possession of a post graduate diploma in Project
Planning and Management and a qualification related to Child development will
be an added advantage.
·        
At least eight years’ experience in strategic
planning and program and project management in both humanitarian and long term
development environment
·        
Previous experience in fundraising through donor
networking, development of concept notes and proposals
·        
Broad knowledge in M&E systems and tools
·        
Proven people management experience
·        
Proven budget management experience
·        
Proven application of Child Focused Community
Transformation model
·        
Proven Ministry and church planting /
development experience
·        
Proficiency in spoken and written English.
·        
Ability to write reports, business
correspondence, and procedure manuals.
·        
Ability to effectively present information and
respond to questions from groups of managers, clients, customers, and the
general public.
·        
Designs the monitoring and evaluation system
considering the requirements and criteria for each sector and project.
·        
Have a vibrant personal relationship with Jesus
