About UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008.  The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Transport Economist will be in charge of conducting
and reviewing economic evaluation of road and bridge projects including
carrying out review of economic factors pertaining to the various aspects of
the projects over the design life. The Transport Economist will also be
responsible for carrying out a review of the benefits and costs streams,
economic and financial analysis to yield the most optimal options that maximise
benefits. In addition, the incumbent will be responsible for leading the
socio-economic surveys on incomes and livelihoods and carrying out sensitivity
tests to check the robustness of the project outcome.

Key Duties and Responsibilities:
  • Plan and implement systems to carry out
    economic evaluation of roads, bridges and ferries projects in line with
    UNRA Annual Statutory performance agreement;
  • Formulate and update the project appraisal
    tools, metrics, performance indicators for the economic evaluation of
    projects in line with UNRA Annual Statutory performance agreement;
  • Collate and update the necessary input data
    to model evaluation software in line with UNRA standards and Annual
    Statutory performance agreement;
  • The incumbent will plan and formulate terms
    of reference for economic evaluation for roads, bridges and ferry studies
    in line with UNRA Annual Statutory performance agreement;
  • Conduct economic evaluation of capital
    Investment plans for UNRA construction, maintenance and user costs in line
    with UNRA annual statutory performance agreement;
  • Actively participate in reviews of
    feasibility and similar studies in line with UNRA annual Statutory
    performance agreement;
  • Plan and undertake post project completion
    studies in line with UNRA Annual Statutory performance agreement.
  • Perform any other duties as assigned by the Head
    Design.

Qualifications, Skills and Experience:
  • The applicant for the UNRA Transport
    Economist job opportunity should hold an Honors Degree in Civil Engineering,
    Transport Economics or in a related field;
  • Possession of a Master’s Degree in Transport
    Economics or its equivalent is an added advantage;
  • At least five years’ experience in project
    economic evaluation and appraisal of road related projects;
  • Competence in the use of project evaluation
    software such as HDM-4 is an added advantage.
  • Computer literacy skills
  • High level of integrity;
  • Proven track record of outstanding
    performance;
  • Excellent interpersonal, particularly
    staff/management relation skills
  • Excellent oral and written communication
    skills;
  • Ability to manage/supervise multi skilled
    teams and deliver accurate results in a timely manner and in an
    environment with multiple and challenging tasks.
