The National Environment Management Authority (NEMA) was established
under the National Environment Act Cap. 153 to promote and ensure sound
environmental management practices for sustainable development in Uganda.
About UNDP GEF Project:
The Government of Uganda, through the United Nations Development Programme
(UNDP), received financial support from the Global Environment Facility (GEF)
for a project on the Conservation and Sustainable Use of the Threatened Savanna
Woodland in the Kidepo Critical Landscape in North Eastern Uganda. The Project
is being implemented by the National Environment Management Authority (NEMA) on
behalf of government in collaboration with Uganda Wildlife Authority (UWA),
National Forestry Authority (NFA) and relevant partners at the district level.
The project aims at strengthening management effectiveness of the Kidepo
Critical Landscape (KCL) protected area cluster [comprising of Kidepo Valley
National Park, Karenga Community Wildlife Area (KCWA), Central forest reserves
of Morungole, Zulia, Nyangea Napore, Lwala, Timu and Rom] and integrating
protected area management in a wider KCL. The project thus focuses on
conservation of biodiversity inside and outside protected areas in KCL. Part of
the project funds are used to pay staff salaries. In that regard, NEMA is
seeking the services of two Project Support Officers to join the existing
Project Management Unit (PMU) in the remaining project life.
Job Summary: The Project
Support Officers (PSOs) will be responsible for day-to-day implementation of
project activities at field level for either National Forestry
Authority or Uganda Wildlife Authority as shall be indicated in the
appointment letter. The officers will coordinate with the Project Field Officer
for component 2 of the project and with district liaison officers in the six
project districts.
Key Duties and
Responsibilities: 
·        
Make sure of timely and effective implementation
of the approved project activities at field level;
·        
Offer technical support to the development of a
landscape wide management plan for biodiversity conservation in KCL as well as
finance plans for the Kidepo Protected Area (PA) cluster;
·        
Support the preparation of Project Quarterly and
Annual Work Plans and Budgets based on the Project Document;
·        
Prepare and submit accurate and timely quarterly
reports or such other reports for the project as may be required;
·        
Provide technical assistance to districts and
Community Based Organizations (CBOs) on implementation of sub-projects,
ensuring a coordinated approach with the overall project that complies with
both GoU and UNDP standards and procedures;
·        
Provide linkage role between PMU, UWA, NFA and
District Liaison Officers (DLO), project area;
·        
Follow-up and ensure proper use of resources by
CBOs and other partners in the implementation of project activities;
·        
Follow appropriate data gathering and monitoring
systems that ensure maintenance of rigorous quality standards;
·        
The incumbent will support the organization and
facilitation of district level meetings aimed at developing a common
understanding and approach to biodiversity conservation;
·        
Represent the PMU, UWA and NFA at field level
while maintaining regular updates to UWA or NFA depending on the letter of
appointment;
·        
Work closely with project staff in NEMA, UWA,
NFA and districts to ensure effective collaboration in implementation of
project activities and;
·        
Perform any other duties that may be assigned
from time to time.
Qualifications, Skills and
Experience:
·        
The ideal candidate for the NEMA Project Support
Officer job opportunity should hold a 
bachelor’s degree in Environmental Sciences, Forestry or Natural
Resources Management
·        
Possession of a Master’s Degree in any of the
above fields is a MUST
·        
At least five (5) years of progressive
experience in environment and natural resources
·        
Previous experience in working with district
local governments and training local communities in the project area is an
advantage
·        
Prior exposure and experience in project
management, a MUST. At least five years’ experience in project management
·        
Previous exposure and experience in natural
resource management at district and local community level
·        
Ability to coordinate and work with
multi-sectoral staff at all levels and interact with local, district and
Government officials
·        
Strong drafting, editing, reporting and
presentation skills
·        
Proficiency in use of computer applications and
packages (Excel and Word among others)
·        
Excellent report writing and communication
skills;
