AIDS Support Organization (TASO Uganda) is an organisation contributing to a
process of preventing HIV infection, restoring hope and improving the quality
of Life of persons, families and communities affected by HIV infection and
disease.
Job Summary: The DHSS Laboratory Technician will offer support
to PHFs laboratory services to ensure that the services are well planned for,
provided with necessary resources and implemented in accordance with set
policies and standards.
Key Duties and Responsibilities:  
  • Initiate ordering and supplies of laboratory
    logistics
  • Manage stock at PHFs
  • Keep DHSS Laboratory rrecords (stock cards,
    books etc)
  • Monitor expiries and with draw and destroy
  • Ensure external and internal quality
    assurance
  • Maintain Laboratory equipment and inventory
  • Avail data capturing tools
  • Ensure quality improvement, SLAMTA and
    quality assurance
  • Request for logistical support
  • Plan and coordinate PHFs
  • Plan, Budget and review DHSS performance
  • Conduct Joint performance reviews and support
    visits to DHOs, MTC and DLFP
  • Follow up timely submission for all PHFs
    report to NMS in time
  • Follow up all district reports to NMS
  • Carryout trainings need assessment for PHFs
    (Safety training, GCLP)
  • Support the development and implementation of
    SOPs
  • Adhere to acceptable national algorithms and
    standards
  • Conduct timely forecasting and planning
  • Draw an up to date laboratory work schedule
  • Manage inventory in regard to laboratory
  • Develop SOPS for procedures and machines
  • Mentor and train stand ins
  • Check the functionality of laboratory
    equipment and ensure that they are in good working condition
  • Carry out laboratory testing, using current
    protocols, procedures, and quality assurance requirements
  • Ensure that there is high level of precision
    and accuracy for all the tests conducted
  • Responds to technical and logistical problems
    encountered in the laboratory in timely and appropriate manner
  • Perform daily, weekly and monthly  maintenance of laboratory equipment as
    required
  • Prepare the patient for sampling
  • Collect the right sample from the right
    patient at the right time
  • Carry out the test procedures correctly,
    accurately and timely
  • Harvest blood
  • Record the samples and results
  • Report results according to  SOPs
  • Prepare solutions, reagents, and stains
    following standard laboratory formulas and procedures
  • List topics of relevance
  • Identify target groups
  • Identify teaching aids
  • Convey message to audience
  • Allow participants to contribute in
    discussion
  • Ask questions and probe for understanding
  • Answer questions
  • Provide learning materials
  • Conduct QA and QC programmes
  • Monitor and interpret QC data to benefit the
    laboratory
  • Keep record of QC data as per procedures
  • Fill and maintain QC logs
  • Carry out client interviews
  • Write and update SOPs
  • List the number of different test reagents
  • Verify all supplies received
  • Keep track record of all items and supplies
  • purchased
  • Monitor consumption by filling the stock card
    for each item
  • Requisition items from stores
  • Monitor stock levels by stock taking
  • Make specifications for laboratory items
  • Verify supplied items
  • Inventory management SOP
  • Make specifications of  test kits  and other laboratory supplies and reagents
    to be procured
  • Carry out verifications of the supplies and
    reagents delivered
  • Verify supplies to and from laboratory and
    make recommendations to procurement of laboratory supplies
  • Proper and accurate use of PPE
  • Participate in writing a safety manual
  • Follow laboratory safety guidelines
  • Ensure safe disposal of laboratory waste
  • Maintain a clean and safe working environment
  • Keep record of all incidences in the
    laboratory
  • Follow all laboratory procedures including
    safety guidelines, the use of personal protective equipment and awareness
    of blood- borne pathogens
  • Ensure safe disposal of laboratory waste at
    the facility
  • Carry out mentorship of lower cadres, stand
    ins and student attachees
  • Keep abreast with the current laboratory
    techniques and protocols
  • Conduct in service laboratory training
  • Carry out and document proficiency testing
  • Develop a career development plan
  • Keep record of every professional award
    achieved
  • Conduct laboratory improvement program in the
    laboratory
  • Document all activities carried out using
    relevant MOH tools
  • Make periodic reports to MC and Laboratory
    technologist
           
Qualifications, Skills and Experience:  
  • The applicant for the Laboratory Technician
    (DHSS) vacancy must hold a Diploma in Medical Laboratory Technology with a
    bias in either clinical chemistry, Microbiology and Hematology. GCLP and
    CLP training will be an added advantage.
  • At least three (3) years of laboratory work
    experience in HIV research based organization is required and registered
    with the AHPC
  • Working knowledge of Clinical laboratory
    practices
  • Knowledge of laboratory diagnosis techniques
  • Basic facts about HIV/AIDS
  • HIV/AIDS Care policies and procedures
  • Ability to perform complete range of
    laboratory functions is required
