The
Uganda Nurses and Midwives Council is a semi-autonomous Health Professional
body under the MOH established by Uganda Nurses and Midwives Act, 1996 to
regulate and supervise the provision of quality Nursing and Midwifery services
to the public. Its mandate is to set and regulate standards of training and
practice of nursing and midwifery and provide professional guidance for public
safety.
Job Summary:  The Procurement
Officer will facilitate a transparent process of procurement and disposal of
Council goods and services
Key Duties and Responsibilities: 
  • Develop and review appropriate systems,
    procedures and guidelines for procurement of goods and services
  • Actively participate in the planning and
    budgeting processes of the Council
  • Provide secretarial duties to the Contract
    and Evaluation Committee meetings
  • Work closely with the Heads of Department to
    identify procurement needs and develop procurement plans
  • Prepare and submit periodical reports for the
    procurement and disposal processes and submitting them to relevant
    authorities
  • Work closely with suppliers and other
    stakeholders to ensure timely delivery of goods and services
  • Liaise with the Line Supervisor and
    Accounting Officer in identification of persons to the various Evaluation
    Committees
  • Provide timely advice to the Accounting
    Officer, Procurement and Disposal Committee and members of the Council on
    matters pertaining to procurement and disposal
  • Evaluate procurement requirements and
    recommending the most appropriate procurement and disposal procedure
  • Guide end users on development of procurement
    specifications
  • Prepare draft bid documents and procurement
    plans and submitting them to senior management
  • Organize and verify documents relating to
    procurement and disposal for use by the interested parties
  • Compile schedules of procurement requirements
  • Perform any other duty assigned from time to
    time
Qualifications, Skills and Experience: 
  • The applicant should either an honors
    Bachelor’s Degree in Procurement and Supply Chain Management from a recognized
    awarding institution OR A Bachelor’s egree in a Non- Supply Chain
    Management discipline, preferably in Economics, Business Administration,
    or Commerce with a Post graduate Diploma in Procurement Management
    recognized from awarding institution OR Full professional qualification in
    supply chain management (CIPS) plus a Post Graduate Diploma in Procurement
    Management from a recognized awarding institution
  • Certification with Chartered Institute of
    Procurement and Supplies is an added advantage
  • A minimum of three years of related experience
    in a busy organization;
  • High level of integrity, confidentiality,
    integrity and ethical behavior
  • Good team player
  • Ability to work under tight deadlines and
    pressure
  • Computer literacy i.e. proficiency in ICT
  • Excellent interpersonal skills
  • Good market research skills
  • Good time management
  • Excellent oral and written communication
    skills
  • High degree of ethics
