Job Summary: The Accounts /Administrative Officer will be in
charge of the management of the accounts and administrative duties in the Gulu
regional office under the Strengthening Rural Youth Development through
Enterprise (STRYDE) phase project. The incumbent will be responsible for
procurement, payments, reporting, logistics & fleet management, budgets
& budget monitoring/burn rate calls, accurate financial & management
reporting and analysis, and ensuring compliance with organization and program/
donor requirements.
Key Duties and Responsibilities: 
1. Finance &
Administration:
  • Responsible for overseeing the day to day
    back office operations of the STRYDE Gulu office , ensuring adherence to
    finance policies , procedures and systems compliance
  • Ensure proper documentation of all finance.
    Administrative & Human resource records
  • In charge of the management of project funds;
    ensure that funds are disbursed in line with set activities/ budget and
    that accountabilities are submitted in a timely manner
  • Participate in annual budget preparation,
    mid-year reviews, monthly burn rate calls and ensure action points are
    implemented accordingly
  • In charge of the preparation and submission of
    daily cash reports and monthly cash needs to ensure availability of funds
    for program activities and follow up transfers from Kampala to Gulu for
    field operations
  • Preparation of fuel consumption reports and
    management of vehicles
  • In charge of the maintenance of an up-to-date
    Asset register and ensure all assets are engraved and properly maintained
    e.g. vehicles, computers, power backups etc
  • Carry out cash count as per policy and ensure
    safety of cash and cheques in Gulu office
2. Human Resource:
  • Ensure that all personnel including interns and
    volunteers in the Region are recruited through Human Resource department
  • Provide coaching, direction, and support to
    regional finance and admin personnel
  • Review staff monthly time sheets before
    approval by respective supervisors
  • Manage staff leave and ensure all leave forms
    are approved by Kampala Finance & Human Resource
  • Perform any other duties as assigned by the
    Supervisor
Qualifications, Skills and Experience:
  • The applicant should preferably hold a good
    University degree in Accounting and part II qualification of any
    professional course ACCA, CPA is a MUST
  • At least three years’ experience in a similar
    position within a large private sector company, international organization
    or a consulting firm
  • Excellent computer skills; familiarity with
    MS Office packages especially Excel, and experience with other Accounting
    software required
  • Ability to read, analyze and interpret
    financial documents
  • Good report writing skills
  • Flexibility and adaptability to TechnoServe
    corporate culture
  • Sensitivity to ethics and confidentiality on
    finance and Human Resource information
  • Excellent interpersonal skills
  • Strong initiative and Good team player
  • Excellent command of oral and written
    communication skills
  • Result oriented
