About World Bank USDF:
The Government
of Uganda has applied for credit from the World Bank towards Implementation of
the Uganda Competitive Fund for employer-led short term training (Uganda Skills
Development Facility -USDF). The Uganda competitive fund for employer-led
short-term training is part of the Skilling Uganda Project addressing
prevailing skills imbalances and shortages in Uganda. An important element of
the initiative is to facilitate collaboration between training providers and
industry to promote demand driven skills development with special attention to
innovative modes of training. The Fund is an IDA-funded project expected to be
managed by the Private Sector Foundation Uganda (PSFU). The grant component of
USDF aims at;
·        
Component 1: Supporting
training activities that lead to improved productivity and competitiveness in
the formal and informal sectors, hereby creating new income opportunities
·        
Component 2: Providing
funding primarily for the improvement of the quality and relevance of existing
skills systems
·        
Component 3: Prioritising
innovative new approaches to skills development with special attention to micro
and small enterprises.
Job Summary:  The Project Accountant will support the
Financial Management Specialist in the coordination of the day- to-day finance
function activities of budget execution, processing accounting transactions,
providing updates on project expenditure and participating in preparation of
periodic financial reports.
Key Duties and Responsibilities: 
·        
Perform regular analysis of payment requests and
reconcile them with approved documentation including purchase orders (LPO) and
contracts.
·        
Handle and post payment invoices into financial
management system in line with approved work plans.
·        
Manage payments to service providers and remit
statutory deduction to relevant authorities in accordance with operating
guidelines.
·        
Responsible for generating summary of LPO in the
financial management system on monthly basis, prepare reports on outstanding
payments / obligations and extract periodic commitment control Reports.
·        
Updating expenditure control cards for contractual
payments and ensure no contract over-runs
·        
Responsible for preparing staff payroll and remit
statutory deductions to the relevant authorities.
·        
Regular reviewing of reimbursement claims submitted
from the projects components and project implementation unit and process
payment in compliance with operational and financial procedures.
·        
Studying expenditure accountability documentation
for completeness, adequacy and compliance with financial and operational
guidelines.
·        
Enter financial transactions into the system and
generate Payment Vouchers for documentation and filing.
·        
In charge of preparing schedule of payments approved
by the Project Manager indicating period taken to complete payment process;
·        
Carry out monthly bank reconciliation and prepare
reconciliation statements for review by the Financial Management Specialist.
·        
Participate in preparation of periodic progress
management reports in accordance with donor guidelines.
·        
Support in the preparation of annual statutory financial
reports and accounts.
·        
In charge of generating expenditure reports on motor
vehicle and telephone usage.
·        
Update stores records and the assets register as
appropriate
·        
Perform any other duties as will be assigned from
time to time
Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold an Honors
degree in Commerce, Business Administration or related disciplines from a
recognized degree awarding institution. A member of the Institute of Certified
Public Accountants of Uganda;
·        
Possession of Full Professional Qualification in
Accountancy (e.g. CPA or ACCA)
·        
At least five years of post-qualification experience
in Finance and Accounting, three (3) years in donor funded projects.
·        
Computer literacy skills with working knowledge in
the use of Accounting Software Application.
·        
Excellent communication and report writing skills;
·        
Proven high degree of honesty, integrity and
versatility.
·        
Must be prepared to work under pressure to meet
tight project targets
·        
Excellent interpersonal skills and ability to relate
well with a multiplicity of stakeholders.
