(USAID).
Job Summary: The Health Information Systems Specialist
provides direction, leadership, and on-going assessment of the project’s health
information system component.
Key Duties and Responsibilities: 
  • The incumbent will define health information
    systems needs and agree upon appropriate roles and responsibilities
    relating to collection, analysis, and use of health information
  • Offer technical assistance, training,
    database entry and software required to strengthen current systems
  • Render support in the development of policies
    to govern HIS systems more efficiently and effectively in each district
  • Provide technical assistance to ensure that
    proper safeguards are in place for protection of personal data and
    prevention of inappropriate use of information
  • Assist in development of the databases as
    needed
  • Assist in the development of HIS that support
    health care providers and insurance coverage as appropriate
Qualifications, Skills and Experience: 
  • The Health Information Systems Specialist should
    hold a Master’s degree in information technology field, with additional IT
    certifications preferred
  • At least six years of experience working in
    information systems policy design and program implementation
  • Previous experience in advanced computer
    programming
  • Experience working with health sector
    information systems preferred
  • Experience working with e-health HMIS
    technologies a plus
  • Strong management skills
  • Excellent interpersonal and oral/written
    communication skills
  • Ability to set priorities, meet deadlines,
    multi-task
