About USAID SHOPS Project:
The
Strengthening Health Outcomes through the Private Sector (SHOPS) project is
USAID’s flagship initiative in private sector health. In Uganda, SHOPS
implemented a maternal health voucher program as part of the Saving Mothers
Giving Life Initiative (2012 – 2014). The goal of the program was to increase
access to affordable comprehensive maternal health services while improving the
quality of obstetric care.
Job Summary: The Monitoring and Evaluation Manager will be
responsible for the monitoring project activities and ensuring high quality and
timely inputs.’
Key Duties and Responsibilities: 
  • Develop the M&E system of a large
    maternal health voucher program, including designing the approach and
    methodology.
  • Render support in defining, measuring and
    tracking indicators.
  • Provide support in the creation and
    implementation of a data tracking system.
  • Oversee data collection within subcontracting
    organizations.
  • Send feedback to the Chief of Party on
    progress toward meeting project objectives based on empirical
    measurements.
  • Provide inputs, information, and statistics
    for quarterly, annual and other.
  • Participate in quarterly project reviews.
  • Lead or support research as requested.
Qualifications, Skills and Experience: 
  • The ideal candidate should hold a good Master’s
    Degree (minimum) in public health, business administration, social
    marketing, or other related fields.
  • At least eight (8) years of relevant
    professional experience in monitoring and evaluation of international
    development projects.
  • Broad working knowledge of different M&E
    tools, approaches, and methods
  • Excellent organizational and planning skills,
    with demonstrated attention to details.
  • Proven experience in M&E in Uganda or
    similar countries.
  • Fluency in written and spoken English is
    required.
