About GIZ:
The
German International Cooperation (GIZ) and the National Planning Authority
(NPA) are implementing a project on Strengthening Human Rights in Uganda under
the German/Ugandan bilateral Cooperation Agreement. The main objective of the
project is to achieve that selected key stakeholders as well as other
government institutions and selected civil society actors are in position, in
their respective fields of work, to strengthen human rights, in particular
those of especially vulnerable groups. The project focuses its support on
fostering the Human Rights based approach within the National Planning
Authority of Uganda (NPA), further support local structures of the Uganda Human
Rights Commission (UHRC), and provide assistance to the organisational
development of the Equal Opportunities Commission (EOC) as well as supporting
selected civil society organisations in promoting Human Rights in Uganda; in
particular for minorities and vulnerable groups.
Job Summary: The Human Rights and Governance Advisor will
primarily focus on the support to the EOC, but also be engaged in project
activities related to the support of UHRC and selected civil society
organisations.
Key Duties and Responsibilities: 
  • Providing strategic, programmatic and
    technical direction to GIZ partner institutions, in particular the Equal
    Opportunities Commission (EOC) but also the Uganda Human Rights Commission
    (UHRC) as well as selected civil society organisations (as required) in
    order to enhance good governance and improving the promotion, protection
    and realization of Human Rights in Uganda.
  • Management (including the financial
    implementation) of the EOC component in dose cooperation with the project
    leadership Supporting the project leadership in planning, managing and
    implementing the mandate of the project.
  • Supporting and further improving the
    Monitoring and Evaluation (M&E) activities of the project as well as
    of selected partners.
  • Managing funds reserved for supporting civil
    sodety organisations.
  • Establishing and maintaining a regional
    approach to human rights.
  • Managing the EOC component of the Human
    Rights programme including ensuring the financial and content
    implementation both of the GIZ mandate as well as the co-financing DGF
    contribution.
  • Providing technical advice and support to the
    EOC.
  • Advising on training concepts and capadty
    development measures for staff of EOC and UHRC.
  • Replacing the Team leader in Donor
    co-ordination- and other meetings on request.
  • Strengthen EOC’s networking with other Government
    actors including UHRC, NPA, MoFA as well as civil society organisations.
  • Providing support and advice to Civil Society
    Organisations
  • Actively supporting the design and
    implementation of a strategic framework for the components of the Human
    Rights Project and ensuring strong involvement of partner institutions and
    their participation.
  • Advising partner institutions on developing
    project concepts, methodologies and approaches.
  • Building and strengthening networks between
    partner institutions of the project.
  • In charge of planning and organising focused
    and effective advocacy to the project partners in the areas of governance
    and Human Rights in Uganda.
  • Responsible for monitoring the program
    environment through desk reviews and other means of information in order
    to document trends, patterns, developments and risks related to Governance
    and Human Rights.
  • Participating in relevant activities of
    government institutions, civil society organizations and international
    partners with a view to creating synergies, establishing/maintaining
    networks and fostering positive project outcomes.
  • Maintain repeated field visits to the regions
    in accordance with the requirements of the project.
  • Assessing civil society concept notes and
    providing advice on awarding local subsidies within the framework of the
    project’s mandate.
  • Participating in project progress reviews as
    well as all forms reporting as requested by the Team
  • Leader.
  • Significantly contributing to knowledge
    management within the GIZ as well as Partner Institutions by generating
    and compiling success stories and best practices for GIZ and partners
    relevant publications.
  • Engaging in recruitment and coaching of short
    term experts hired by the project.
  • Replacing the Team Leader in his absence as
    required.
  • Performing any other functions as assigned by
    the Team Leader.
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Master’s
    Degree in Law, Human Rights, Administration, Social Sciences or
    Humanities.
  • At least five years of relevant professional work
    experience relating to the thematic areas of Governance and Human rights.
  • Professional experience with Human Rights
    approaches and mechanisms such as HRBA, Equal Opportunities, Gender,
    Non-discrimination, administrative procedure, tribunal and policy functions
    of independent commissions.
  • Considerable work experience in a Ugandan
    (governmental) institution (Ministry, Local government independent
    institution/ commission).
  • Prior NGO work experience is an asset.
  • Previous experience in M&E.
  • Project management experience
  • Previous experience in delivering
    professional training desirable.
  • Excellent analytical skills.
  • Excellent report writing skills.
  • Excellent oral and written communication
    skills, in particular ability to summarise complex information in an accessible
    manner.
  • Excellent Computer skills, in particular
    advanced word processing, Excel and Power Point.
  • Creativity, innovative thinking and the
    ability to adapt quickly are desirable traits.
  • German Language skills are an asset.
