About US:
The
National Identification and Registration Authority (NIRA) was established on
the passing of the Uganda Registration of Persons Act, 2015. The Act was made
to  harmonise and consolidate the law on
registration of persons; to provide for registration of individuals and to
establish a national identification register. It provides for the mandatory
registration of all Ugandan citizens within Uganda and abroad as well as aliens
identification cards and for related matters.
Job Summary: The Head of Procurement will take charge of the planning,
execution and implementation of the procurement function of the Authority in
compliance and adherence with the relevant laws, regulations, policy and guidelines.
Key Duties and Responsibilities: 
  • Coordinate and monitor the implementation of
    procurement activities, ensuring that they are carried out in line with
    the approved delegation of Authority protocol and in accordance with the
    procurement guidelines, policies and procedures.
  • Draw the annual procurement plan, coordinate
    and monitor the implementation of procurement activities, prepare
    contracts, develop and implement systems for monitoring and evaluating
    suppliers’ performance.
  • Keenly track and forecast the key cost
    drivers and market factors affecting the range of products of interest to
    the Authority.
  • Prepare tender documents and manage the
    tendering process within the established guidelines of the Authority and
    in compliance with PPDA procedures.
  • Implement appropriate sourcing strategies to
    achieve value for money and to assure an adequate source of supplies and
    stock levels.
  • The incumbent will develop and implement
    systems for proper identification and pre-qualification of suppliers of
    goods and services according to procurement laws, and advise management on
    forecasts and procurement planning.
  • Ensure accurate maintenance and safe storage
    of records for all procurement activities.
  • Develop, review and recommend new or improved
    procurement policies and procedures for continuous improvement to match
    the Authority’s current and future business plans.
  • Mentor and supervise the performance of staff
    under him/ her to ensure high staff morale, productivity and development
    in line with the human resource policies.
  • Oversee the development of the solicitation
    documents in readiness for the approval by the contracts committee.
  • Recommend to the Contracts Committee members
    of the Evaluation Committees
  • Manage the boarding off and disposal of
    assets in consultation with user departments in accordance with the Authority
    guidelines and PPDA regulations.
  • Act as the Secretariat for the procurement
    and disposal of assets
  • Perform any other duties as may be assigned
    from time to time.
Qualifications, Skills and Experience: 
  • The ideal candidate for the National
    Identification and Registration Authority (NIRA) Head of Procurement vacancy
    should hold an Honours Bachelor’s Degree in Commerce, Procurement,
    Business Administration with specialisation in purchasing and supplies, or
    a related field.
  • Membership of the Chartered Institute of
    Purchasing & Supplies or other relevant internationally recognised
    procurement professional body is an essential requirement.
  • The applicant should preferably hold a
    Master’s degree in procurement or a related field
  • At least ten (10) years’ experience in
    procurement in a large and reputable organisation with at least five (5)
    of these at senior level.
  • Previous exposure and experience in managing
    tenders, negotiations, contract placements, delivery and payments.
  • Computer literacy and proficiency in specific
    financial and purchasing software systems.
  • Strategic, conceptual thinking and analytical
    skills
  • Highly self-driven person with well-developed
    oral, written and communication skills.
  • Demonstrated high level of integrity.
