About US:
The
National Identification and Registration Authority (NIRA) was established on
the passing of the Uganda Registration of Persons Act, 2015. The Act was made
to  harmonise and consolidate the law on
registration of persons; to provide for registration of individuals and to
establish a national identification register. It provides for the mandatory
registration of all Ugandan citizens within Uganda and abroad as well as aliens
identification cards and for related matters.
Job Summary: The Head of Planning will provide overall leadership
in the provision of strategy and planning for NIRA programmes to enable the
Authority achieve its mandate, stated goals and objectives within the set
policy and guidelines.
Key Duties and Responsibilities: 
  • The jobholder facilitates the identification
    and engagement of the Authority’s stakeholders in the planning, monitoring
    and evaluation of its programmes
  • Consults with other appropriate Bodies and Agencies
    of Government and the Private Sector to ensure that the policy
    recommendations, strategies, programmes and projects are constantly
    updated and are consistent with the aspirations and the vision of NIRA.
  • Facilitates management in the formulation of
    short-term, medium-term and long-term Plans/Strategies by identifying,
    coordinating and engaging key stakeholders
  • The incumbent will play a leading role in the
    development and implementation NIRA Strategic Plan and Operational Plans.
  • Provides technical direction / support to the
    various Directorates in regard to planning functions and/or cascading of
    the corporate strategy.
  • Keenly reviews the monthly performance of the
    annual plan and prepares performance reports.
  • Carries out a mid-term review of the
    corporate strategy.
  • Develops and oversees the implementation of a
    monitoring and evaluation system.
  • Actively facilitates the identification,
    compilation, analysis and dissemination of registration related data as
    may be required.
  • Performs any other duties as may be assigned
    from time to time by the Executive Director.
Qualifications, Skills and Experience: 
  • The ideal candidate for the National
    Identification and Registration Authority (NIRA) Head of Planning vacancy
    should hold an Honours Degree in either: Statistics, Economics,
    Development Studies or related field.
  • Possession of a Masters’ degree in Economics,
    Statistics, Development Planning or a related field will be an added
    advantage.
  • At least ten years’ experience in Planning,
    Project Planning, Monitoring & Evaluation and reporting in a reputable
    Public or Private Organisation, five (5) years of which should have been
    at Senior supervisory level.
  • Professional certifications/qualifications in
    Computer Science/Information Technology; and Planning.
  • Possession of a post graduate qualification
    in Monitoring & Evaluation or project planning management will be an
    added advantage
  • Proven competence in qualitative and
    quantitative data analysis techniques.
