About US:
The
National Identification and Registration Authority (NIRA) was established on
the passing of the Uganda Registration of Persons Act, 2015. The Act was made
to  harmonise and consolidate the law on
registration of persons; to provide for registration of individuals and to
establish a national identification register. It provides for the mandatory
registration of all Ugandan citizens within Uganda and abroad as well as aliens
identification cards and for related matters.
Job Summary: The Accountant will facilitate proper accounting
of the funds of the
Authority
to enable necessary accountabilities to be made.
Key Duties and Responsibilities: 
  • Write books of accounts upon instruction by
    the Head of Finance and Administration
  • Conduct bank reconciliation and prepare
    reconciliation statements.
  • Prepare periodic financial accounts in
    accordance with established timelines.
  • Prepare management accounts and
    accountability reports on a regular basis.
  • Work closely with external auditors during
    audit and prepare answers to audit queries.
  • Coordinate the cash flow in line with work
    plans.
  • The Accountant will approve payment vouchers
    and ensure budget expenditure votes are not over-spent.
  • Update and maintain the fixed assets and
    investment registers.
  • Ensure the daily posting in accounting system
    and review all postings.
  • Regularly review payments and receipts of the
    Authority.
  • Ensure travel advances are fully accounted
    for in a timely manner.
  • Perform any other duties as may be assigned
    by the Head of Finance and Administration
Qualifications, Skills and Experience: 
  • The ideal candidate for the National
    Identification and Registration Authority (NIRA) Accountant vacancy should
    hold an Honours Bachelor’s degree in Commerce, Accounting or Business
    administration. Possession of a Master’s degree in any of the fields
    mentioned above will be an added advantage.
  • Professional Accounting qualification i.e.
    ACCA, ACA or CPA
  • A minimum of five (5) years’ work experience
    in a busy accounts office in a large reputable private institution or
    Public authority.
  • Working knowledge of public finance laws of
    Uganda.
  • Broad working knowledge of Finance or
    Accounting packages.
  • Excellent Computer literacy skills including
    experience in use of Microsoft Office Word, Excel and Outlook.
  • High level of integrity and professional
    competence.
  • Proven communication and report writing
    skills.
  • Sound budgeting skills.
  • Excellent interpersonal skills.
  • Sound knowledge of Ugandan tax laws and
    regulations.
