on Want Northern Ireland (WoWNI) is an International NGO that works in
partnership with vulnerable communities in Teso sub-region, supporting them to
improve their livelihoods.
Job Summary: The Finance and Administration Officer will
support the Programme Manager in the review and maintenance of appropriate
financial management systems, policies and procedures for the War on Want Uganda
programme to ensure efficient and effective management of the organisations
financial resources.
Key Duties and Responsibilities: 
  • Manage all finance and accounting functions
    including budgeting, asset management, cash flow management, payroll,
    management reporting, financial variance and accounts analysis in
    accordance with generally accepted accounting principles, financial
    policies and procedures of WoWNI and all other applicable laws, rules and
    guidelines
  • The incumbent will manage all aspects of
    human resource management of support staff including but not limited to
    recruitment, induction and development.
  • Take overall responsibility for the finance
    training of WoWNI staff and partners
  • Keenly analyze and present financial reports
    in an accurate and timely manner, clearly communicate monthly and annual
    financial statements, assemble financial reporting materials in line with
    donor requirements and oversee all financial, program and partners’ grants
    accounting.
  • Coordinate and lead the audit process and
    liaise with external auditors
  • Take lead in the annual budgeting and
    planning process in conjunction with the Programme Manager, administer and
    review all financial plans and budgets, monitor progress and changes and
    keep staff abreast of the organization’s financial status.
  • Actively participate in development and
    continuous update of organisational policies.
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a
    Bachelor of Commerce majoring in Accounting or related field
  • Applicants who are Certified Public
    Accountant (CPA), ACCA or equivalent will have an added advantage
  • At least four years’ experience of working
    with an International NGO
  • Proven ability to write clear reports, good
    spoken and written English
  • Demonstrated ability to produce results
    within tight deadlines in a very busy environment
  • Ability to work independently with minimum
    supervision
  • Excellent analytical skills and decision
    making ability even in complex situations
  • Capacity building of finance, non-finance
    staff and partners
  • Be a person of high integrity with good
    interpersonal skills
  • Excellent computer skills and expertise in
    Excel, Power Point and Word
  • Skills in budget development and budgetary
    control including variance analysis
  • Skilled in the preparation of financial
    statements including audited accounts
  • Working knowledge of the management of donor
    funding including final financial report with exposure to reporting
    requirement of such donors as Irish Aid and DFID
  • Work experience in working with partner
    organisations
  • Familiarity with Uganda tax laws is an added
    advantage
  • Ability to speak Ateso will be an added
    advantage
