About UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008.  The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Regional Manager will oversee the routine and
periodic maintenance activities of roads and bridges under the designated
regions. This will involve planning for routine and periodic maintenance
activities, participation in defining procurement specifications, supervision
of works, ensuring environmental and social safeguards are mainstreamed, timely
progress reporting and preparation of closure report detailing the works done.
The Regional Manager will also be responsible for liaising with stakeholders
within the regional to ensure that that the roads and bridges as assets are
secured, preserved and sustained as well as accountability of the resources in
the region including human, financial, property, equipment.
Key Duties and Responsibilities:
  • Plan, budget and set performance benchmarks
    for the region in line with the strategic plan and Directorate targets
  • In charge of the development and management
    of systems for the monitoring and  implementation of the regional
    maintenance activities in line with the approved strategic plan
  • Develop and implement systems for the effective
    Supervision of regional routine and periodic maintenance projects in line
    with the UNRA strategic plan
  • Develop and implement systems for the
    effective management of Force Account activities in line with UNRA
    guidelines
  • Develop regional programs for stakeholder
    engagement in line with UNRA’s strategic objectives
  • Develop and implement a system for performance
    assessment and rating of contractors, suppliers and consultants for the
    region.
  • In charge of risk management and management
    of audit results on regional maintenance activities in line with the
    strategic plan
  • Develop and implement an effective system for
    the management of regional road and bridge maintenance activities in line
    with UNRA strategic plan and regional targets
  • Develop and implement quality management
    systems of regional maintenance works in line with approved UNRA standards
  • Responsible of the management of the performance
    and development of direct reports in line with the performance management
    system of UNRA
  • Perform any other duties as assigned by the Head
    Road Maintenance
Qualifications, Skills and Experience:
  • The applicant for the UNRA Regional Manager job
    vacancy should hold an Honors Degree in Civil Engineering, Highway
    Engineering;
  • Possession of a Master’s Degree in a related
    field and other post graduate qualifications in Civil Engineering, Highway
    Engineering or other relevant field will be an added advantage.
  • Professional registration with the Professional
    Engineers Registration Board (ERB) or its equivalent in the Commonwealth
    countries is a must.
  • At least five years’ experience in roads and
    bridges construction and maintenance.
  • Demonstrated experience in Project Management
    of major construction works
  • Demonstrated working experience in managing
    diverse professionals.
  • Computer literacy skills
  • High level of integrity.
  • Proven track record of outstanding
    performance
  • Ability to work as part of a team and to
    develop subordinates.
  • Excellent interpersonal, particularly
    staff/management relations
  • Excellent oral and written communication
    skills.
  • Ability to manage/supervise multi skilled
    teams and deliver accurate results in a timely manner and in an
    environment with multiple and challenging tasks.
