About UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008.  The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Head Technical Audit will be charged with conducting
technical audits on road designs, procurement and implementation of works and
services for roads and bridges
development
and maintenance. The incumbent will also participate in assessing compliance
with the set technical specifications and standards as well as best practices.
In addition, he / she will also get involved in determining Value for Money in
the delivered works and services. The Head will be required to prepare and
regularly update technical audit guidelines and procedures and work practices.
The Head Technical Audit will be accountable for the resources under the department
including human, financial and property.
Key Duties and Responsibilities:
  • Plan and budget for the Internal Technical
    Audit department in line with the
  • directorate’s score card and the statutory
    performance agreement.
  • The job holder will be tasked with the
    periodic preparation and updating of the technical audit guidelines,
    procedures and work practices;
  • Assess compliance with the set policies,
    procedures, standards, technical specifications as well as best practices;
  • Keenly review and analyse Internal Technical Audit
    department procedures and associated risks and suggest mitigation measures
    for risks identified;
  • In charge of guiding and influencing senior
    management to take appropriate steps to
  • strengthen the governance, risk management
    and internal control
  • environment;
  • Coordinate external audits and follow up on
    implementation of recommendations with relevant departments / regions /
    stations;
  • Mentor and supervise the performance of direct
    reports in line with the performance management system of UNRA.
  • Perform any other duties as assigned by the Director
    Internal Audit.
Qualifications, Skills and Experience:
  • The applicant for the UNRA Head Technical
    Audit job vacancy should hold an Honors Degree in Civil Engineering,
    Highway Engineering or a Higher Diploma in Civil Engineering from a
    recognized institution with a Masters’ Degree in a relevant field
  • For those with a Bachelor’s Degree, a
    Master’s Degree in a related field and other post graduate qualifications
    in Civil Engineering or other relevant field will be an added advantage.
  • Professional registration with the Engineers
    Registration Board (ERB) or its equivalent in the Commonwealth is a must.
  • Professional Accounting Certification like CPA,
    ACCA will an added advantage
  • At least five years’ experience in
    undertaking technical audits.
  • Demonstrated working experience in managing
    technical audits
  • High degree of integrity
  • Proven track record of outstanding
    performance
  • Ability to work as part of a team and to
    develop subordinates
  • Excellent interpersonal, particularly
    staff/management relations, oral and written communication skills.
  • Computer literacy skills
  • Proven ability to work and produce accurate
    results in an environment with multiple and challenging tasks.
