The Uganda
Local Governments’ Association (ULGA) is an Association for Local Governments
in Uganda that was formed in 1994 with the mandate to unite Local Governments,
and provide them with a forum through which to come together and give each
other support and guidance to make common positions on key issues that affect
Local Governance. ULGA carries out this mandate through lobbying, advocacy and
representation of Local Governments at local, National and International fora.
Its ultimate goal is to promote and build Democratic and Accountable Local
Governments capable of delivering Efficient and Sustainable Public Services to the
people of Uganda. Our current strategic focus is in the areas of lobbying and
advocacy; institutional strengthening; increasing services to members and
facilitating local economic development.
Job Summary:  The Economist will study the economic patterns
at macro & micro -level and analyze its significance to ULGA and
consistently examine the probabilities of transforming an ever-changing
economic environment into profitable business avenues through carrying out
business planning process, cost-benefit analysis, collecting and analyzing
data, researching trends, evaluating economic issues and support management in
the decisions pertaining to internal functioning and performance of ULGA as an
institution.
Key Duties and Responsibilities: 
1.
Compile, analyze, and report data to explain economic phenomena (e.g.
production, distribution of goods and services, marketing, etc.) and forecast
market trends, applying mathematical models and statistical techniques.

Conduct periodic Economic and market research in
line with the ULGA strategic agenda on Local Economic Development, document and
share key findings with line manager
·        
Compile and analyse data on economic trends and
phenomena relevant to LG operations and periodically share with relevant
stakeholders
·        
Regularly review research carried out for ULGA (by
consultants) for quality, completeness and accuracy before recommending clearance
for payments by ULGA
·        
Develop periodical newsletter or sections in a ULGA
newsletter disseminating trends on agreed key indicators in line with
instructions from the Line Manager.
2.
Review various economic policies and develop economic guidelines and standards
and prepare points of view used in forecasting trends and formulating economic
policy:
·        
Conduct periodic review /critic of economic policies
(and policy reports) affecting LGs and identify key issues for management
attention/ action.
·        
The incumbent will also be in charge of forecasting
of economic trends and their impacts and provide guidance to LGs on how they
should position themselves in light of these trends and their potential impacts
·        
Participate in developing guidelines for tracking
and reporting on economic investment, growth and sustainability for LGs in line
with ULGA’s strategy
3.
Manage contracts and supervise the performance /outputs of any assigned
interns, researchers, consultants and teams in the Economics unit:
·        
Build the capacity of staff and interns in the area
of Economic research and Economic Policy in line with the organizational
policies and procedures
·        
Set and document performance targets for persons
assigned to the Economics Unit (including consultants, researchers, interns
etc)
·        
Provide technical coaching support to ULGA members
in the areas of Economic Planning, Investment, and Economic Policy and provide them
with continuous feedback
·        
Technically support the Membership Department in
periodically carrying out training needs analysis in Economics work for ULGA
members and recommend relevant training for ULGA members (Develop TNA templates
for Economic research, investment and economic policy analysis and share with
Membership Department for implementation)
·        
Assess LGs requirements for the unit and solicit
funding and support to enable capacity building in Economic policy, economic
research and investment
4.
Coordinate resource mobilization for the Policy Unit by developing concepts and
proposals:
·        
Develop fundraising proposals for economic
investments, economic policy analysis or economics research in line with ULGA’s
strategic goals
·        
Regularly track donors and potential funding and
Identify funding priorities and opportunities for ULGA in Economics and Local
Economic Development
·        
Consolidate funding concepts and proposals and
submit to donors
·        
Follow up with funding opportunities
5.
Contribute to strategic decision making:
·        
Actively contribute to discussions and debate in
Economics, Investment and Economic Policy areas
·        
Communicate to management concerns and issues in the
area of Economics, Investment and Economic Policy for decision taking
6.
Initiate and sustain strategic networks and alliances for Economic Policy
Research, Market Research, Investment Research and maintain linkages and
communication with these in line with the ULGA strategy:
·        
Build strong working relations with networks
alliances with institutions, individuals, think tanks and academics in areas of
economic development, economic policy and investment
·        
Identify and prioritize LG capacity gaps in
Economics, investment and economic policy, develop and agree capacity building
initiatives and monitor their implementation in line with the ULGA strategy
·        
Identify and appraise strategic networks that would
further ULGA’s LED agenda, recommend their engagement to the Program Manager
·        
Ensure effective communication flow
·        
Develop and maintain/update a Data base on LED
issues in order to keep track of various LED initiatives impacting LGs
·        
Actively monitor and document performance and
learning’s from ULGA’s LED interventions
·        
Communicate, maintain and report on strategic and
value-adding linkages with other Economic research, policy and investment teams
locally and globally
Qualifications, Skills and
Experience: 
·        
The applicant for the Economist job opportunity
should hold a Degree in Economics, Economic policy and research, social
sciences or any other relevant qualification.
·        
Additional training in Research, monitoring &
Evaluation
·        
A minimum of three to five years’ experience working
on issues of Economic Development
·        
Implementing LED related programs is an advantage.
·
