About USAID Project:
The
USAID/Uganda Monitoring, Evaluation and Learning project (Learning Contract) is
the five-year organizational program support vehicle through which USAID/Uganda
will pursue realizing its development objectives within the complicated and
shifting Ugandan development context. 
The purpose of the Learning Contract is to provide monitoring,
evaluation and learning support services and build capacity of USAID/Uganda to
implement USAID’s Collaborating, Learning, and Adapting methodology to
strengthen the implementation of USAID/Uganda’s Country Development Cooperation
Strategy and enhance USAID’s organizational effectiveness.
Job Summary: The
Administration Officer will be responsible for all administrative matters in
QED’s Kampala office. The Administration Officer will directly supervise the
Operations Assistant to ensure that the office is fully operational at all
times. He/she will work to
ensure the office runs smoothly by managing office supply requests, conference
room scheduling, logistics for domestic travel/workshops, making copies,
requesting quotes and other tasks as necessary.
Key Duties and Responsibilities: 
·        
Direct and supervise the work of the Operations
Assistant
·        
Establish procedures for the operation and
maintenance of the office
·        
Supervise the work of service providers including,
inter alia, IT services, security
·        
Manage the office budget for all ongoing services
and costs (e.g. rent, utilities, supplies, maintenance, telephone) for all
offices;
·        
Maintain lease agreements and utilities accounts for
offices. Ensure proper record system is in place to track usage
·        
Ensure that a system is in place to monitor staff
communication costs, including mobile phones and modems
·        
Ensure all inventory is properly tagged and recorded
in the inventory records
·        
Conduct semi-annual physical inventory and record
any losses or damaged items. Prepare report to USAID for any losses
·        
Support program staff to manage events (e.g.
budgets, venues, equipment and supplies)
·        
Prepare annual property report for USAID
·        
Maintain inventory for expendable office supplies,
taking requests monthly from staff and ensuring stock is monitored
·        
Making domestic travel arrangements for all staff
(lodging reservations, flight reservations etc.)
·        
Request, review and analyze quotes, compiling
documentation and sending it for approval
·        
Other tasks as necessary, requested by the Director
of Finance and Administration
Qualifications, Skills and
Experience: 
·        
The ideal candidate for the USAID QED Group
Administration Officer vacancy should hold a Degree in finance, accounting,
economics, political science, or social sciences with some focus on accounting.
·        
A minimum of five years working experience of
demonstrable experience managing administrative, operational and procurement
tasks on donor funded projects
·        
Excellent writing, computer and organizational
skills
·        
Prior USAID experience and basic knowledge of FARs
and AIDARs is highly desirable
·        
Demonstrated ability to work closely with a variety
of project stakeholders including local senior and support staff, USAID
personnel, Home Office staff, consultants, vendors and subcontractors to work
collaboratively to solve administrative and operational problems as they arise .
·        
Proven ability to independently plan and execute
complex tasks while addressing daily management demands
·        
Excellent interpersonal and computer skills are
required
