BTC:
BTC, the
Belgian Development Agency, together with different Government Ministries, are
implementing the bilateral cooperation between Uganda & Belgium.
Key
Duties and Responsibilities: 
·        
The Regional Technical Assistant will support the
District Health Management Team (DHMT) in elaboration and implementation of
strategic, business and yearly operational plans for health coverage
development.
·        
Offer technical support to the DHMT in support
supervision, quality assurance, evaluation, and joint meetings between DHO and
Private Not For Profit (PNFP) coordination bodies.
·        
Provide technical and administrative support to
the DHMT in training of health professionals in governance, leadership and
management, and introduce e-patient files in the health facilities.
·        
Offer cordial support to the DHMTs and the PNFP
sub-sector in costing exercises and comparative costing studies between
hospitals.
·        
Significantly contribute to action research,
baseline knowledge and formalization of lessons learned for capacity building
of the DHMT.
·        
Provide support to the emergency evacuation system
and contribute to the reflection on its financing mechanisms.
·        
Support DHMT and DHO office in the implementation
and monitoring of Results Based Financing (RBF) mechanism.
·        
Take part in the independent verification of the
PNFP health facilities’ performance and reporting system.
·        
Significantly contribute to communication on RBF and
conduct advocacy activities.
·        
Guide all project activities assigned according to
the joint planning and perform any other duties assigned by the Project manager
or Co-Manager, prepare and submit quarterly reports at national level
Qualifications,
Skills and Experience: 
·        
The applicants must hold Master’s Degrees in
Health Economics, Public Health or equivalent.
·        
Five or more years’ experience in the field of
Health Economics and/or Public Health system working at the implementation
level.
·        
Significant experience in the design and
implementation of business plans, and of quality improvement initiatives in
health facilities.
·        
Previous experience with national monitoring and
evaluation systems.
·        
Ability to work in a multidisciplinary and
multicultural environment.
·        
Excellent interpersonal skills, including team
management and understanding others.
·        
Ability for conceptual and analytical thinking (to
perform action research and theory-driven enquiry).
·        
Ability to work independently and proactively.
·        
Good working knowledge of Microsoft Office (Word,
Excel, PowerPoint) and database software.
·        
A clinical background with experience in Health
Centre IV or General hospital is desired
·        
Previous experience in design and/or implementation
of RBF mechanisms is an added advantage
·        
Prior experience with crosscutting issues
including gender, SRHR, HIV is an added advantage
