About UNDP PRDP Programme:
In order to
continue support and focus on Northern Uganda as the region fully recovers, the
Government of Uganda with support from Development Partners has developed a
third phase of the Peace Recovery and Development Plan (PRDP 3). PRDP 3 was
subsequently approved and its implementation will run from 2015 until 2020. UNDP
Country Programme Document (CPD) for Uganda (2016-2020) that was approved in
September 2015 by the Executive Board identifies Northern Uganda as one of the
regions of focus. The CPD is in line with the approved United Nations
Development Assistance Framework (UNDAF 2016 -2020) for Uganda.  UNDAF is a framework aimed at contributing to
the attainment of the Second National Development Plan (NDP II) for Uganda.
In order to
support the implementation of UNDP programmes and projects at field level in
Northern Uganda and have representation in region, services of 2 Area Managers
one to be based in Gulu (overseeing Acholi and Lango sub regions) and the other
in Moroto (overseeing Karamoja sub region) are required. The incumbents will
report to the Northern Uganda Programme Manager.
Job Summary: The Area
Manager will ensure that the goals and objectives of the UNDP Karamoja sub
region programmes and projects are met in a timely and effective manner, and
they will ensure UNDP representation at field level in their respective
geographical areas of operation. 
Key Duties and Responsibilities: 
·        
Provide technical oversight and projects management
support and guidance at field level in regards to justifying, defining,
initiating, implementing (operations and monitoring) and closing Programme and
Projects implemented in Northern Uganda.
·        
Ensure compliance and adherence to the UNDP
monitoring and evaluation system for the projects/programmes implemented in
Northern Uganda through regular field monitoring visits of activities as well
as facilitating and supporting joint field monitoring visits.
·        
Prepare and submit monthly progress reports to the
Country Office advising on emerging issues or actions that may require
management attention;
·        
Support documentation of Programmes and project
success stories/lessons;
·        
Ensure regular and effective communication with
partners at all levels;
·        
Provide support, facilitate and assist external
evaluations, audits and spot checks on UNDP implementing partners and Responsible
parties;
·        
Carry out assessment of counterpart strategies and
their support capacity to inform UNDP Programming and resource
allocation/mobilization;
·        
Actively participate and substantively represent
UNDP Country office in relevant coordination meetings at field level including
Youth Employment and Engagement Convergence, UN Country Team in sub regions
meeting, Northern Uganda Policy Review Meetings, donor liaison and coordination
meetings  as well as other activities
relating to Northern Uganda and prepare information briefs to UNDP Country
Office;

Oversee the management of field office, supervise
and guide field staff to effectively deliver on their duties in geographical
area of coverage;
·        
Remain up-to-date on the security situation in
Northern Uganda and ensure all staff working in the two sub regions adhere to
the UN security regulations;
·        
Advocate and promote awareness and understanding of
the UNDP mandate, mission and purpose and focus on Sustainable Human
Development with special emphasis on Northern Uganda;
·        
Conduct additional tasks that may be assigned by the
Country Office as and when necessary.
Qualifications, Skills and
Experience: 
·        
The ideal candidate for the United Nations UNDP Area
Manager should preferably hold a Masters’ Degree in Business Administration,
Development Studies, Project management, Social sciences, Economics,
International Development, Peace and conflict studies or any other field
related to recovery programming and peace building.
·        
A minimum of six (6) years of progressive professional
experience in the provision of programmatic and administrative support to
projects and programme implementation with general knowledge of development
issues in conflict and post-conflict settings;
·        
Significant work experience in and knowledge of or work
experience in Northern Uganda or areas of similar context;
·        
Prior experience in implementation of sub regional
programmes in Uganda with good working knowledge of the Peace Recovery and
Development Plan (PRDP) or other of similar recovery plans;
·        
Working knowledge of project monitoring and
evaluation and excellent coordination skills;
·        
Conflict and post-conflict work experience
especially involving Government, Local Governments and Community systems and
structures;
·        
Staff Management experience including management of
field offices preferably in Northern Uganda or areas of similar context;
·        
Financial Management Experience;
·        
Experience in establishing inter-organizational
networks and partnerships at the operational level;
·        
Well proven analytical and writing skills; 
·        
Demonstrated ability to work in multi-disciplinary
teams;
·        
Ability to multi-task;
·        
Ability to travel to project sites even in remote
areas as required.
·        
Experience in the use of computers and office
software packages and handling of web based management systems;
·        
Language: Fluency in
