The Inter University Council
for East Africa (IUCEA) is a strategic institution of the East African
Community (EAC) responsible for coordinating the development of human resources
and research in the region.  IUCEA is
charged with a number of responsibilities among them being to coordinate
academic and research activities jointly undertaken by Partner states and
member university institutions.  The main
objectives of IUCEA are to (i) facilitate networking among universities in East
Africa, and with universities outside the region; (ii) provide a forum for
discussion on a wide range of academic and other matters relating to higher
education in East Africa; and (iii) facilitate maintenance of internationally
comparable education standards in East Africa so as to promote the region’s
global competitiveness in higher education.
Job Summary: The
Internal Auditor will mainly be responsible for supporting the Internal Audit
in its execution of the Department’s mandate of providing independent assurance
on the effectiveness of Internal Control, Risk Management and Governance
processes of IUCEA Secretariat. This involves execution of Internal Audit
assignments conducted in line with the IUCEAs annual Risk Based Internal Audit
Plan, as well as other ad-hoc assignments and investigations, reporting on
results arising there from, and monitoring the status of implementation of
recommendations raised. The scope of work includes financial, compliance, value
for money, performance effectiveness, and Information Systems audits.
Key Duties and Responsibilities: 
  • Support
    the Unit in carrying out financial, operational, compliance, value for
    money and performance audit reviews of various operations, projects and,
    processes.  Investigate allegations
    and suspicions of fraud and corruption in the Secretariat to ensure that
    all the secretariat activities are conducted to the highest standards of
    ethical conduct, good practice and transparency.
  • Execute
    work programs for each assigned audit; prepare draft reports of audit
    findings, and present audit recommendations for review by the Principal
    Internal Auditor.
  • Administer
    internal audit Tools.
  • Update
    and maintain Internal Audit engagement 
    documentation to record engagement objectives, activities, work
    done and conclusions reached in line with quality requirements specified
    by the Standards for the Professional Practice of Internal Auditing issued
    by the Institute of Internal Auditors (IIA);
  • Guide
    the Principal Internal Auditor of assignment progress and findings through
    interim meetings, status reports and upon completion, submit final
    reports.
  • Carry
    out any other tasks assigned by Principal Internal Auditor.
Qualifications, Skills and Experience: 
  • The
    ideal candidate should either hold a Bachelor’s degree in Business
    Administration/Commerce majoring in Finance or Accounting from a
    recognized institution plus partial certification relevant to the job
    including Certified Internal Auditor (CIA) 
    OR Accountant Chartered (CA/ACA/ACCA) or  Certified Public Accountant (CPA) and
    Certified Information Systems Auditor (CISA) OR Possession of full
    professional certifications certification relevant to the job including
    Certified Internal Auditor (CIA) or Accountant Chartered (CA/ACA/ACCA)
    or  Certified Public Accountant
    (CPA) and Certified Information Systems Auditor (CISA).
  • At
    least two years’ experience at least 1 year in Auditing experience will be
    required;
  • Competency
    in Results Based Performance

    ability to work with minimum supervision
  • Excellent
    analytical skills with attention to detail
  • High

  • Excellent
    interpersonal and communication skills
