About USAID Project:
UHMG was awarded
the USAID/Uganda Social Marketing Activity, a four-year cooperative agreement
for a health sector-wide program. The program’s goal is to contribute to a
reduction in new HIV infections, total fertility, maternal and child mortality,
malnutrition and malaria, and to improve access to family planning. This four-year
activity aims to improve utilization of and increase the uptake of health-related
social marketing products and services among under-served Ugandan consumers and
communities in rural and urban areas.
Job Summary: The Human
Resource Officer will offer cordial professional personnel management and
development support to the USAID Project in line with the human resource and
operational policies and guidelines, while ensuring value for money, efficiency
and effectiveness. This will include talent acquisition, staff development,
benefits management, and exit management, and hence will require a fast
learner, self-driven, seasoned, and experienced person with skills to manage
and oversee these technical areas.
Key Duties and Responsibilities: 
·        
Offer technical HR support to supervisors and staff
to develop the skills and capabilities of staff.
·        
The incumbent will also monitor staff attendance and
performance in liaison with their supervisors.
·        
Actively monitor the performance appraisal process,
track submissions of performance evaluations reports, and provide timely
feedback, and coordinate Performance Improvement and/or Development plans.
·        
The job holder will support the development of the
Annual HRD Plans, liaise with the supervisor to ensure implementation, and
track progress.
·        
Coordinate staff recruitment and selection process
in order to ensure a timely organized and comprehensive procedure is used to
hire staff
·        
The incumbent will render support to the project in
the implementation of a human resources plan and personnel management
guidelines and procedures.
·        
Ensure full implementation and adherence of UHMG HR
policies and guidelines within the project.
·        
Support in the interpretation and implementation of
the HR policies, procedures and systems.
·        
Ensure proper maintenance and custody of personnel
information and records. Maintain and update a comprehensive physical filing
system and the HRM Information System.
·        
Actively monitor and implement a staff welfare
system in line with HRM Manual, and ensure proper administration of staff pay
and benefits within UHMG and National labor laws.
·        
Assist the HR Manager in the preparation of staff
monthly payrolls and compilation of data related to staff changes within the month,
including timesheets.
·        
Assist the HR Manager in ensuring timely insurance
renewals of Medical Insurance and Group Personal Accident insurance
·        
Maintain an updated staff leave plan and produce
quarterly updates.
·        
Technically support the implementation of the
recruitment and selection process in line with HRM Manual.
·        
Ensure proper and timely orientation of all project
staff in line with the HRM Manual.
·        
Manage and coordinate project team building
activities.
·        
Compute exiting staff severance pay and all related
payments for review by the HR Manager
·        
Perform any other duties as assigned by the Operations
Manager.
Qualifications, Skills and
Experience: 
·        
The applicant for the USAID Project Human Resource
Officer career opportunity should hold a Bachelor’s Degree in Human Resource
Management, Organizational Psychology, Business Administration, or related
field.
·        
Possession of Post graduate Diploma in Human
Resource Management is essential.
·        
Professional/certified qualification in Human
Resource or personal management/development is an added advantage.
·        
A minimum of four years’ relevant experience working
in the field of human resource management in a donor environment.
·        
Previous experience working with USAID programs will
be an added advantage.
·        
Computer literacy i.e. Proficiency with electronic
Human Resource Management Information Systems (HRMIS) and payroll systems is
mandatory
·        
Highly self-motivated, focused, disciplined
professional, with the drive and dynamism to work under pressure with competing
deadlines, and possess the ability to make an immediate impact.
·        
Excellent communication, interpersonal, analytical
and result-oriented skills
·        
Prior experience in managing objectives with the
customer in mind.
·        
Good judgment, initiative, high sense of
responsibility, tactful, ability to plan, organize and measure outcomes of
interventions.
·        
The HR Officer should have the capacity to work
under minimum supervision, and maintain a clean administrative and transparent
system while adhering to set procedures.
·        
Exemplary and honest, with a high level of energy
and integrity, and able to work under minimum supervision.
·        
High degree of flexibility, innovativeness
·        
Good record keeping skills
·        
Excellent communication and presentation skills
·        
Good report writing, and interpersonal skills.
·        
Team player with the ability to make positive
contributions.
·        
He / she should be detail- and results-oriented,
with excellent conceptual, analytical, and reporting skills, with expertise in
information gathering, analysis and timely reporting, be proactive in
instituting innovative, sustainable, and cost-effective interventions, and work
dedicatedly to fulfill the organization’s goals, while upholding the Core
Values of UHMG.
