The USAID
Applying Science to Strengthen and Improve Systems (ASSIST) Project is Quality
and Performance Institute’s leading project that is dedicated to improving
health, population and nutrition services through technical support to service
delivery institutions, country Ministries of Health, USAID country missions,
and cooperating agencies. The project carries on the work of the USAID Health Care
Improvement Project and is focused on building the capacity of host country
providers and managers to apply modern quality improvement methods, make
essential services accessible to all who need them, and ensure that care is
delivered in compliance with standards and client needs, for every client,
every time. An important global objective of the ASSIST Project is knowledge
management: to facilitate documentation and sharing of evidence for improvement
of specific care processes, based on the work of individual QI teams,
large-scale improvement efforts, and/or research, and to make this information
readily available through Web technology. It is being implemented by University
Research co., LLC (URC).
Job Summary:  The Senior Quality Improvement Advisor – MNCH
will oversee and provide strategic direction to build the MNCH portfolio of the
USAID ASSIST Uganda project. The Senior QI Advisor for MNCH will work closely
with the Chief of Party and Deputy Chief of Party to support all USAID
supported sites and districts, including the 15 districts in Northern Uganda.
Key Duties and Responsibilities: 
·        
Provide technical leadership to the MNCH portfolio
and lead all MNCH related activities.
·        
Technically support the development and timely
submission of work plans and budgets for all MNCH activities at least
quarterly.
·        
Manage and supervise financial and administrative
activities by all advisors and officers supporting MNCH, including conducting
staff appraisals, reviewing financial and administrative requests and
accountabilities.
·        
Support timely writing and submission of quality and
accurate MNCH reports, quarterly, biweekly and at all other requested times.
·        
Manage the development and implementation of quality
improvement and other MNCH initiatives at target sites.
·        
Ensure cross-cutting themes like gender, health
workforce development and leadership are integrated into the MNCH work plans
and activities.
·        
Work closely with the Knowledge management staff to
oversee the process of documenting and disseminating best practices in MNCH in
form of case studies, success stories, abstracts, video clips, and change packages
in addition to routine biweekly updates, quarterly and annual reports.
·        
Work in liaison with the Monitoring and Evaluation
team ensure that MNCH data collected is accurate and valid and captures process
and outcome indicators
·        
In collaboration with the QI Advisor for
Institutionalization, ensure appropriate engagement of the MoH and other
government officials in the implementation of MNCH activities.
·        
Perform any other duties assigned by the supervisor
or the Chief of Party
Qualifications, Skills and
Experience: 
·        
The applicant must hold a Bachelor’s Degree in
Medicine and Surgery
·        
Possession of a Master’s Degree in either Public
Health, pediatrics, Obstetrics and gynecology or other related area.
·        
A minimum of three years’ experience in MNCH with
proven ability to provide strategic leadership.
·        
Three years’ experience on a management position
supervising experienced staff.
·        
Possession of a valid registration certificate from
the Uganda Medical and Dental practitioners Council.
·        
Excellent communication and interpersonal skills.
NB: Only
candidates who are eligible to work in Uganda for an indefinite period without
a need for sponsorship will be considered for this position.
