Job Summary: The Health
Specialist (Systems Strengthening &T4D Coordinator) will primarily be responsible
for the policy, planning, implementation, monitoring and evaluation of Health,
HIV/AIDS, Nutrition and WASH information systems, and strengthening
implementation of the UNICEF Health Systems Strengthening framework/L3M / MoRES
strategies to enhance decentralized monitoring and planning. Additionally,
under the Office of the Deputy Representatives Office, responsible for advising
and coordinating Technology for Development (T4D) related programmes across the
country office.
Key Duties and Responsibilities:  
·        
Supports the government authorities to develop
policy, plan and organize capacity building in health systems strengthening,
including technology for development, as it relates to the Child Survival/Alive
programme Identifies training needs for the purpose of system strengthening,
capacity building and sustainability of the programme.
·        
Supports government to implement sharpened RMNCH
strategy, with a focus on aligning UNICEF Health Systems Strengthening
framework/L3M /MoRES strategies with government health information system
policies, strategies and programmes, with an overall goal of enhancing
decentralized monitoring and planning & strengthening accountability for
results
·        
Conduct field visits to monitor the implementation
of health systems strengthening priories, RMNCH accountability framework, and
the national e-health strategic plan, including use of technology for rapid
reports of programme activities, as well as conducts periodic programme reviews
with government counterparts and other partners.
·        
The incumbent identifies necessary action for
programme adjustments.
·        
Provides technical advice and assistance to
government officials and other partners in the planning and management of
programme/projects.
·        
Provides office wide strategic oversight, guidance
and risk management to T4D related projects. Coordinates with UNICEF Global
Innovation Centre, UNICEF HQ Innovations Unit and UNICEF Innovations Labs,
identifying and sharing best practices and lessons learned which can be applied
to the CO context.
·        
Meets with national and international agencies
covering the management of programme/projects. Participates in meetings with
Ministries responsible for programme/project review, and follows up on
implementation of recommendations and agreements.
·        
Renders support in the development and/or
introduction of new approaches, methods and practices in project management and
evaluation.
·        
Significantly contributes towards the preparation of
the Situation Analysis by compiling data, analyzing and evaluating information,
and writing chapters of the Analysis.
·        
Designs, prepares, implements, monitors and
evaluates health and nutrition programme activities.
·        
Keenly analyzes and evaluates data and takes
corrective action when necessary, to meet health and nutrition programme
objectives
·        
Prepares the sectoral documents for the Country
Programme Document (CPD) and Plans of Action. Participates in the development
of the work plan, and ensures compliance with specific assigned objectives.
Provides guidance and support to staff to manage and implement projects.

Writes programme/project status reports required for
management Board, donors, budget review, programme analysis, annual reports,
etc.
·        
Ensures the accurate and timely input of programme
information in computerized programme system and the issuance of status reports
for monitoring and evaluation purposes.
·        
Works in liaison with the Operations/Supply staff on
supply and non-supply assistance activities ensuring proper and timely UNICEF
and Government accountability. Certifies disbursements of funds, monitors and
submits financial status reports to Senior Programme Officer or Representative
as required.

Participates in intersectoral collaboration with
other programme colleagues. Assists in development of appropriate communication
and information strategy to support and advocate programme development.
Qualifications, Skills and Experience:  
·        
The ideal candidate for the UNICEF Health Specialist
(Systems Strengthening &T4D Coordinator) must hold an advanced university
degree in any of the following: Social Sciences, Public Administration,
International Relations, Business Administration, Public Health, Education, or
other fields related to the work of UNICEF.
·        
At least eight years of progressively responsible
relevant work experience in social development, project administration,
monitoring and evaluation, some at the international level.
·        
Significant experience in the design and
implementation of eHealth policies and strategies as part of the overall
efforts in strengthening national health systems.
·        
Fluency in English is required. Knowledge of a
second UN language (i.e. Arabic, Chinese, French, Russian, Spanish) and/or the
local language of the duty station is considered an asset.
