Dfcu bank is a
fast growing commercial bank offering a variety of innovative products and
services. DFCU Limited was started by the Commonwealth Development Corporation
(CDC) of the United Kingdom and the Government of Uganda through the Uganda
Development Corporation (UDC) under the name of Development Finance Company of
Uganda Limited. Later restructuring brought in DEG (of Germany) and
International Finance Corporation (IFC) as equal partners with CDC and UDC,
each having a 25% stake in the company. Its objective was to support long-term
development projects whose financing needs and risk did not appeal to the then
existing financial commercial lending institutions.
Job Summary: The Senior
Credit Manager – Development & Institutional Banking will be responsible
for sanctioning proposals within personal lending discretion, recommend
proposals for sanction by higher authority and assist the sales team in the preparation
of quality proposals. The incumbent will also ensure that facilities are
disbursed and portfolio is maintained in line with conditions set in order to
achieve the Bank targets.
Key Duties and Responsibilities: 
Regularly review and sanction all proposals (new and
existing) presented within personal discretion (< USD 200,000) in adherence
with dfcu’s internal credit policies, Risk Management Control Document (RMCD)
and other required regulations including BoU, FIA and funders.
Keenly analyse current credit data and financial
statements of Corporate and large individual borrowers to determine the degree
of risk involved in extending credit or lending money as well as financial data
such as income growth, quality of management, and market share to determine
expected profitability of loans, and prepare a report justifying the decision
Ensure 100% compliance with dfcu’s internal credit
policies, Risk Management Control Document (RMCD) & Credit Policy for all
deals disbursed. 100% compliance with Financial Institutions Act (FIA) – BOU
guidelines and regulations. Act on non-compliance issues raised by M&C
according to agreed action for non-compliance e.g. ban on sanctioning requests
from branches that have exceeded overdue excess limits.
Actively participate in maintaining and updating the
bank credit policies and procedures as often as necessary in accordance with
Bank and industry trends, evolving regulations and legal requirements.
Significantly contribute to the achievement of
disbursement targets as set out in the annual Bank targets.
Offer timely support to the business units in
structuring proposals to minimise risk and ensure full repayment. Quick and
timely response and feedback on sanctioning of deals and excesses.
Mentor, train and coach the Analysts and RMs in
respect to credit assessments/analysis, deal structure policies and procedures.
Actively monitor the overall quality of the
Development & Institutional Banking portfolio, ensuring that scorecard
parameters are regularly reviewed and are fit for purpose as well as
participate in the development of product papers.
Qualifications, Skills and
The applicant should hold a Bachelor’s degree with
bias in any of the following areas: Finance, Banking, Economics, Business
Administration and a Master’s degree (or similar post graduate qualification)
in these fields.
Additional training/professional qualification in
Business, Investment and project appraisal, Risk management, financial analysis
Additional credit certification
At least five years’ experience in a business or
banking/financial services environment with at least 2 in Credit risk
management /sanctioning
Broad knowledge and understanding of dfcu credit
policy, FIA and BoU guidelines on asset quality
Excellent analytical and problem solving skills
Good communication skills (both oral and written) to
allow for effective teamwork and interact with all levels of staff
Computer knowledge (Microsoft desktop products)
Awareness of business issues and current
economic/market trends
Basic legal skills
Good managerial and team building skills
Ability to work without supervision, driven enough
to achieve set targets
