Commissioner, Special Needs Education
Service Commission is established by article 167 91) of the 1995 Constitution
of the Republic of Uganda and article 168 (1) sets out its functions, authority
and autonomy in implementing its mandate. The vision of Education Service
Commission is to see “quality education delivered by efficient and effective
education service personnel.”
Identify and organize capacity development
initiatives for facilitators, teachers/ instructors and education managers at
local government levels for the development and promotion of inclusive and
Special Needs Education and Training;
Actively monitor and evaluate the implementation of
Special Needs Education policies, plans and programmes in School and Training
Institutions;
Give advice and support on organization, management
and curriculum in context of Special Needs Education and training;
The incumbent will guide Local Governments and
Schools regarding resources, infrastructure and equipment required for learners
with specific disabilities;
Prepare and submit reports in respect of Special Needs
Education for specific disabilities to the relevant authorities;
Perform any other duties as may be assigned by the
relevant authority.
The ideal candidate should preferably hold an Honours’
Bachelors Degree in Special Needs Education and Training or an Honours’
Bachelors Degree in Education plus a Post Graduate Diploma in Special Needs
Education and Training from a recognized University or Training Institution.
Registered as a teacher with the Ministry of
Education, Science, Technology and Sports
A minimum of six (6) years working experience, three
(3) of which should have been at Senior Officer Level.
