About USAID SPRING Project:
Strengthening
Partnerships, Results, and Innovations in Nutrition (SPRING) is a five-year
cooperative agreement funded by the United States Agency for International
Development (USAID) to provide state-of-the-art technical support and
facilitate country- led, regional, and global programs to improve the
nutritional status of women and children. The SPRING implementation team
consists of JSI Research & Training Institute, Inc., Helen Keller
International (HKI), The International Food Policy Research Institute (IFPRI),
Save the Children (SC), and The Manoff Group (TMG).
Job Summary: The Logistics
Officer will support the USAID SPRING Project by leading, developing, coordinating
and implementing warehousing, distribution, inventory management, and disposal
plans for MNPs. The incumbent will be responsible for coordinating the storage,
transportation and delivery of MNPS. He / she will oversee and liaise with
stake holders to ensure stock is maintained and moved efficiently.
Key Duties and Responsibilities: 
1.
Storage, Supply and Distribution:
·        
Organize safe and efficient storage and distribution
of MNPs, and to ensure that orders are well documented and correctly approved.
·        
Conduct sites assessment for distance, proximity to
central hub and availability of storage facility at health facilities and in
the sub counties.
·        
Carry out site assessment visits to identify central
storage and distribution store (Hub) and develop a Hub and Spoke model across
the district.
·        
Project MNP need by location based on population
estimates and finalize storage and distribution plan.
·        
Work in liaison with SPRING operations department,
establish and manage a safe road transport system for the purpose of
distribution of bulk MNP products.
·        
Develop, implement and manage MNP products
acquisition and stock holding policies to achieve optimum external and internal
MNP stock levels.
·        
The incumbent will keep and inventory of MNPs at all
points of distribution.
2.
Documentation and Database Management:
·        
Work closely with the SPRING M&E team support
program M&E activities for the MNP program in Namutumba district
·        
The incumbent will oversee the activities of all
functions involved in the warehousing, transport and control of inventory and
assets from the receipt of forecasting replenishment needs to delivery to the
beneficiaries.
·        
The incumbent will support the functioning of the
SPRING procurement systems and provide adequate, timely and correct information,
to ensure implementation of procurement processes in accordance with established
standard procurement guidelines.
·        
Initiate the Planning, preparation and review of
distribution travel and transport logistics and requirements in line with
SPRING Finance and accounting policies
·        
Manage and monitor inventory and establish controls
to ensure SPRING is operating at the highest level of performance based on key
performance metrics and minimized supply chain risk.
·        
Perform any other duties as may be required.
Qualifications, Skills and
Experience: 
·        
The applicant should hold a post graduate
qualification in distribution, logistics or transportation of medical products.
Possession of a Post-graduate training in Business Management / Administration
or Operations Research, though not essential, may be necessary.
·        
Additional training in logistics management,
scheduling and road transport operations is also essential.
·        
Computer literacy skills
·        
Good communication and negotiating skills.
