About USAID SUSTAIN Project:
University Research Co., LLC (URC), a
US-based public health organization working in Uganda since 2005, is
implementing the USAID-funded Strengthening Uganda’s Systems for Treating AIDS
Nationally (SUSTAIN) project. The USAID SUSTAIN Project ending December 2016
supports delivery of quality HIV prevention, treatment, care and laboratory
services at selected regional referral and general hospitals.
Job Summary: The Finance Officer will be responsible
for supporting the Finance team in implementing the overall accounting and
financial control systems for URC SUSTAIN Project and for using adequate and
appropriate internal controls to meet generally recognized accounting
standards.
Key Duties and Responsibilities: 
·        
Technically
support the preparation/ development of field monthly financial reports which
includes Quick books postings, Bank reconciliations, journal entries preparation,
personal advances, balance reports, grand summary sheets, supporting payment
vouchers, petty cash journal and summarized expenditure etc. Ensure expenses
are in accordance with U.S. government regulations (expenses are reasonable,
allowable and allocable), and URC policies and procedures.

Regularly
review travel and activity advances and ensure that staff submit
reconciliations / accountabilities in a timely manner.
·        
The
Finance Officer will work closely with the Grants department to ensure that sub
grantee accountabilities and reconciliations are properly documented and
journalized in Quick Books.
·        
Review
monthly Journal vouchers and ensure that Scanning & shipment to home office
is done on timely Manner.
·        
Address
all field report review comments from home office including providing feedback
for missing vouchers and outstanding information following review of payment
documentation.
·        
Support
the Finance Director in the preparation and Submission of VAT report as per
USAID guidelines.
·        
As
part of the finance team, ensure that URC financial management policies and
procedures and USAID regulations are strictly adhered to. This includes
ensuring that all policy directives and various checklists circulated by HQ are
implemented.
Qualifications, Skills and Experience: 
·        
The
ideal candidate for the USAID SUSTAIN Finance Officer vacancy should hold a
relevant Degree in accounting or comparable certifications/qualifications like
ACCA of CPA
·        
A
minimum of five years’ experience in accounting and general financial
management of USAID programs is preferred.
·        
Excellent
written and oral communication and interpersonal skills
·        
Computer
literacy i.e. Proficiency with Microsoft Office products (Word, Excel, Outlook)
·        
At
least two years’ experience with QuickBooks preferred
·        
Fluent
in both written and spoken English
·        
Attention
to detail
·        
Possess
the ability to prioritize and manage multiple tasks
