Job
Summary:
The Deputy Chief of
Party will support the Chief of Party in the design, implementation and
monitoring of high impact health and HIV/AIDS Interventions of the Karamoja
Health and HIV/AIDS Integrated Program.
Key Duties and Responsibilities: 
·        
Providing
technical oversight, strategic direction and ensure appropriate support for the
implementation of program activities;
·        
Offer
technical oversight and steer the health and HIV/AIDS interventions implemented
by the program;
·        
Provide
leadership and oversight of quality improvement and quality assurance
activities implemented by the program;
·        
Offer
supervision, training and evaluate performance of supervised staff and
specialists
·        
Send
timely, accurate, and high impact programme reports that meet donor
requirements to management;
·        
Oversee
the coordination of plans and strategies with different stakeholders to ensure
proper understanding of the projects concepts, timeline and reporting
·        
Deputize
the COP including representation of the COP/Project at different fora and
meetings as delegated;
·        
Perform
any additional responsibilities and assignments, including administrative and
planning functions
Qualifications, Skills and
Experience: 
·        
The
ideal candidate should preferably hold a Masters’ degree or higher in the area
of Public Health, Health Systems Management, or Social Sciences.
·        
At
least eight years’ experience including managing USG supported programs.
·        
Possess
technical expertise and experience in designing and implementing high impact HIV/AIDS
and health services in Uganda or similar setting
·        
Significant
experience in decentralized health and HIV/AIDS service delivery with
sub-Saharan Africa
·        
Proven
experience in gender integration into health projects and services
·        
The
Deputy COP should have adequate management expertise, interpersonal skills and
professional relationships
·        
Experience
developing and communicating a project vision, aligning key stakeholders around
the vision, and assuring the vision is translated into an efficiently implemented
program;
·        
Previous
experience as a COP or DCOP or Technical Director in a large Health and
HIV/AIDS integrated project funded by USAID or SIDA preferred
·        
A
proven, successful record of achieving results, preferably in a difficult
working environment
