About USAID Project:
The Monitoring, Evaluation
and Learning Program (the Learning Contract) is USAID/Uganda’s initiative to
implement USAID’s Collaboration, Learning, and Adaptation (CLA) agenda as well
as provide monitoring and evaluation services. The ultimate goal of the
Learning Contract is to support the mission’s achievement of development
results.  The theory of change
underpinning the program is that if focused quality monitoring, evaluation, and
learning products and services are provided, then the Mission’s ability to
generate evidence for program planning, demonstrate effective learning and
adaptation behaviors, and build strategic development partnerships is
increased, contributing to the achievement of greater development results.  By doing so, the Learning Contract hopes to
shape USAID/Uganda into a learning, adaptive organization, making the Mission a
more responsive, effective development agency.
Job Summary: The Capacity Building Specialist will
support the Knowledge Management / Organizational Learning Advisor be rendering
support in building M&E and CLA capacity among USAID, implementing
partners, and other development stakeholders by leading trainings and
facilitating events.  The overall purpose
of this vacancy is to support The Learning Contract’s work in promoting
improvements in M&E in a way that leads to learning, developing capacity
building approaches that help to streamline how M&E and learning work
together, and coordinating learning and development modalities that connect
monitoring, evaluation, and learning (MEL) in a more rigorous way.
Key Duties and
Responsibilities: 
  • Assist
    in supporting the formulation of theories of change and the use of
    approaches for indicator development, use of monitoring tools, and use of
    the Performance Reporting Systems/ information and knowledge management
    systems.
  • Provide
    better guidance on how to improve documentation and telling a better
    implementation story.
  • Help
    integrate MEL into work plans and make linkages more systematic with the
    right kind of follow-up for performance improvement. 
  • Build
    a stronger interface between implementing partners and the Mission to
    enhance coordination and quality of M&E and learning.
  • Offer
    basic training on the foundations and expectations of good MEL.
  • Build
    the skills of implementing partner and Mission staff on CLA approaches,
    tools, practices
  • Technically
    support the implementation of the Learning Contract’s learning agenda
    through action research and documentation of implementation experience.
  • Render
    support in data collection and analysis of Learning Contract performance
    through its monitoring, evaluation, and learning plan.
  • Support
    the strengthening of competencies in technical or topical areas of
    development activity (e.g., HIV and health, DRG, youth and education, and
    econ. growth matters).
  • Provide
    coordination on developing capacity building objectives and appropriately
    structured processes that facilitate achievement of these objectives,
    including:
  • In
    charge of preparing course or learning activity concepts/designs and
    structure (draft block schedule/ macro design of topics and sequencing).
  • Identifying
    topic areas of greater and lesser emphasis for each capacity building
    activity.
  • Determining
    the necessary tools, templates, and other resources.
  • Preparing
    documentation on case examples implementation experience.
  • Assisting
    with sourcing recommended presenters/speakers.
Qualifications, Skills and
Experience: 
  • The
    ideal candidate should preferably hold an advanced degree in a relevant
    discipline required.
  • A
    minimum of seven years’ experience in designing, implementing, and
    evaluating organizational and professional development opportunities in an
    international development environment.
  • Past
    experience in working with USAID, development agencies, implementing
    partners, or government entities involved in progressive monitoring and
    evaluation and/or knowledge management efforts.
  • Significant
    experience using various modalities to support adult learning, behavioral
    change, and organizational learning, as well as successful approaches to
    capacity building and follow-up.
  • Excellent
    public speaking skills with effective and clear verbal communications.
  • Possess
    the ability to make decisions without close supervision; must be accurate,
    efficient, and self-motivated.
  • Proven
    ability to work both independently and as a team member cooperating with
    other administrative and program personnel. Fluency in English required,
    knowledge of Swahili, Luganda, Swahili, and/or other local languages is an
    advantage.
  • Detailed
    knowledge and understanding of Uganda’s M&E landscape of donor
    organizations, implementing partners, and other stakeholders such as the
    Government of Uganda and the private sector preferred.
