Job Summary: The Finance and Administration
Manager will provide overall leadership and coordination of financial
management and administration of the project by promoting financial stewardship
and accountability in all project operations.
Key Duties and Responsibilities: 
1. Budgeting, Management,
Commitments and Reporting:
  • Guide the project on resource integration
    options to meet financial requirements of the Grant
  • Oversee the implementation of the project
    operating budget, monitor actual performance and develop project
    projections.
  • Regularly review and/or generate financial
    reports for compliance with Grant and donor requirements
  • Keenly analyze spending trends and provide
    feedback and analysis to team leaders and on areas with significant over-
    or under spending.
  • Prepare financial plans, proposal budgets,
    amendments, and extensions for the life of an award up to and including
    close-out.
  • Prepare close-out documentation at end of
    funding cycles in compliance with US government regulations.
2. Audit and Compliance:
  • Ensure that appropriate financial systems
    and controls are in place to avoid significant audit risk ratings for the
    Project
  • Plan for and support World Vision internal
    audit(s) and statutory external audit(s)
  • Address all donor, government and World
    Vision International audits
  • Build capacity of the project team on
    grant management, general accounting, internal controls and administrative
    systems in interpreting regulations to ensure compliance
3. Policy and Procedure
Development:
Render support in the development of financial and
administrative policies and procedures to ensure smooth running of the Grant
and compliance to Generally Accepted Accounting Principles, WVI finance
policies, and government and other donor regulations.
4.  Building Staff:
  • Ensure competent and motivated staff are
    hired and retained
  • Mentor and support non-finance staff in
    the understanding and interpretation of financial statements, policies and
    procedures
5. Financial Risk Management: Ensure
that appropriate financial systems and controls are in place to avoid
significant audit risk ratings, both at the NO and project levels.
6. Leadership Management: Participate
in Senior Management meetings
Qualifications, Skills and Experience: 
  • The ideal candidate for the Finance and
    Administration Manager vacancy should hold a Bachelor’s degree with
    professional certification or higher in Accounting, Business
    Administration or Related field.
  • At least ten years’ experience in
    financial management.
  • A minimum of five years of successful
    experience overseeing donor-funded technical assistance projects of
    similar magnitude and complexity in developing countries.
  • Three years of successful experience
    providing administrative support to an international organization, including
    dealing with procurement, contracts management, and HR related matters.
  • Three years’ experience in overseeing
    sub-awards including construction contracts and/or sub grants.
  • Substantial financial management
    experience managing USG funded awards as well as knowledge of USG policy,
    procedural and reporting requirements.
  • Significant experience with computerized
    accounting and strong organizational and leadership skills.
  • Must be a committed Christian, able to
    stand above denominational diversities.
  • Attend and participate/lead in daily
    devotions and weekly Chapel services.
NB: The position is open to Only Ugandan
Nationals.
