(UDBL) is the country’s only Development Finance Institution (DFI) established
in 1972. The Bank has recently re-positioned itself as a partner to the
Government of Uganda in delivering the theme of its National Development Plan.
Job Summary: The Manager
Risk will oversee all matters of Risk management in the bank that include;
development and implementation of Risk Management strategies of the Bank,
coordination of risk management processes, monitoring and review of risk
management policies, systems and program in all areas of operation in the Bank;
in accordance with the acceptable risk management practices and guidelines; the
Bank’s risk policies and the relevant national laws and regulations.
Key Duties and Responsibilities: 
  • In
    charge of strengthening Enterprise Risk Management Framework (ERM) for all
    aspects of risks across the Bank
  • Carry
    out periodic review of the Bank’s existing risk management policies and
    procedures in line with the best practices in risk management in the bank
  • In
    charge of quantification of the Bank’s risk appetite from time to time as
    determined by Management and the Board
  • Oversee
    the Bank’s risk identification, measurement, control and risk monitoring
    processes in accordance with the Bank Risk Management guidelines and
    policies.
  • Advise
    the Board and management setting strategic risk parameters and metrics,
    that may include operational losses and loss incidents, key risk exposures
    and early warning indicators
  • In
    charge of improving the Bank’s risk management readiness through
    communication and training programs, risk-based performance measurement,
    incentives and other change management programs
  • Ensure
    the development of analytical systems and data management capabilities in
    support the of the risk management function
  • Continuously
    drive the risk management process towards global best practices
  • Guide
    management in developing and implementing responses for each identified
    material risk
  • Coordination
    of the Bank’s rating by agencies/Associations such as AADFI
Qualifications, Skills and Experience: 
  • The
    ideal candidate for this placement should hold a Bachelor Degree in
    Commerce, Business Administration, Economics, Finance and related field in
    accredited universities.
  • Possession
    of a Postgraduate qualification from an accredited universities (MBA, MSC,
    MA) is desirable.
  • Possession
    of professional qualifications such as CPA, CFA or ACCA is mandatory
  • At
    least seven years’ experience, five of which should be in a banking
    industry and three at managerial level
  • Past
    experience of at least two years’ interacting with the board with adequate
    knowledge of procedures and reporting
  • Detailed
    knowledge and understanding of the Banking Industry and the financial
    sector.
  • Excellent
    analytical skills
  • High
    degree of integrity and credibility.
  • A
    quick strategic thinker with a good understanding of strategic issues.
  • Excellent
    oral communication skills able to interact with Board members and business
    unit heads.
  • Ability
    to effectively formulate policy necessary to meet strategic objectives
  • High
    level of IT proficiency
