(URSB) is established as a Statutory Body under the Uganda Registration
Services Bureau Act Cap. 210, Laws of
Uganda 2000 Edition. The Bureau is a key player in commercial and civil
registrations that facilitate private sector development and vital statistics
for national planning.
Summary: The Manager, Information and Communication
Technology will oversee the development and deployment of a wide range of
critical registration applications, ensuring their security, reliability,
availability at all times.
Duties and Responsibilities:
Actively
promote the development of secure, interoperable software applications and
content that supports registration services
Responsible
for systems integration, and definition of application development standards
and processes;
Compile
an inventory of current and planned registration applications and identify areas for
intervention and manage software asset including licenses;
The
incumbent will set up applications test environment for quality assurance;
Adhere
to guidelines for software certification and accreditation as developed by NITA
and other relevant authorities ;
Responsible
for developing the annual ICT work plans and budget;
Ensure
team leadership and staff supervision.
Perform
any other duties, which may be assigned from time to time
Performance Indicators: Secure,
inter-operable software applications and content that support registration
Services developed
Skills and Experience:
The
applicant must hold an Honors degree in Software Engineering, Computer Science,
Information Systems, Information Technology, Engineering or its equivalent
with postgraduate qualification in a
relevant discipline like information technology or computer science
Professional/
Industry IT Certification such as ITIL, CCNA, CCNP, MCSE, OCA, etc. is
desirable.
Possession
of Project management qualification like
PMP or Prince2 is an added advantage
A
minimum of five years’ experience, three
of which should have been at supervisory level
Significant
experience in enterprise application integration and applications such as ERP
and CRM
Prior
project management experience is desired
Software
management skills is desirable
The
applicant must be an expert in system design tools and development
methodologies
Soft
skills like management, leadership, communication, writing, presentation,
listening skills, effective organizational and customer service skills;
Team
leadership and staff supervision.
