About US:
The Government of Uganda is implementing the Third Financial Management
and Accountability Programme (FINMAP III) with the primary purpose to
strengthen Public Financial Management (PFM) at all levels of government and
ensure efficient, effective and accountable use of public resources as a basis
for improved service delivery. The overall objective of FINMAP is derived from
the GoU PFM reform strategy for the period from July 2014 to June 2018,
launched in August 2014. In line with the strategy, FINMAP aims to encourage
effective service delivery through reinforcing mechanisms for budget
credibility, compliance and control; and to improve financial management
practices through implementation of automated financial management systems. FINMAP
interventions are implemented at both central and local government levels
through a number of components. The programme also has several stakeholders,
including Development Partners. The implementation of FINMAP III entails a
significant amount of coordination effort at all levels. This coordination
requirement is met through the contracting of Staff to support specific
Programme areas.
Job Summary:  The Database Administrator will be responsible
for supporting the Relational Database Management Systems (RDBMSs) at both the
Local Governments running the Microsoft Dynamics NAV IFMS Tier 2 System and at
the Data Center housed under the Ministry of Finance, Planning and Economic
Development.
Key Duties and
Responsibilities: 
  • Maintain availability and integrity IFMS
    Tier 2 SQL databases.
  • Actively monitor the IFMS Tier 2
    relational databases to optimize database performance, resource use, and
    physical implementations of the database; Install, configure and upgrade
    new SQL Server Databases while considering the use of clustering, log
    shipping, mirroring, or other technologies.
  • Ensure all IFMS Tier 2 SQL databases are
    backed up in a way that meets the Business Continuity Plan Objectives.
  • Test backups to ensure they meet the
    Business Continuity Plan Objectives.
  • The DBA will establish and maintain sound
    backup and recovery policies and procedures.
  • Develop System Interfaces between the IFMS
    Tier 2 System and other systems used by the Government of Uganda.
  • In charge of designing and developing system
    reports that will be used for management reporting as may be required from
    time to time.
  • Determine and implement the most effective
    way to improve Database performance, server configuration changes, or index/query
    changes. Perform Database tuning and performance monitoring.
  • Do general technical trouble shooting, and
    work with the Consultant to develop and deploy database change
    scripts/Objects.
  • Work closely with the IT Security
    Administrator to Implement, monitor and maintain database security (create
    and maintain users and roles, assign privileges).
  • Develop RDBMS test environments as may be
    required from time to time.
  • Actively facilitate sharing of common data
    by overseeing proper key and index management and data dictionary
    maintenance.
  • Maintain various related documents
    such   as manuals and
    programmers   handbooks including
    developing   GoU user unit tailored
    manuals, where necessary.
  • Offer 24 hour on-call support where
    required.
  • Maintains a broad knowledge of
    state-of-the-art technology, equipment, and/systems.
  • Perform any other job-related duties
    assigned by management from time to time.
Qualifications, Skills and
Experience: 
  • The Database Administrator should hold a Bachelor’s
    degree in Computer Science, Information Science, Mathematics and Software
    Engineering.
  • Specialized Database Administration
    training and qualifications for common large RDBMSs. The SQL Server
    Certification and Database Management Systems (DBMS) are a must.
  • Professional graduate diploma in database
    systems is an added advantage.
  • At least four years’ experience directly
    related to IT support, programming and web development.
  • Ability to implement and programming
    changes and modifications.
  • Ability to program, configure, manage, and
    maintain the operation of complex relational databases.
  • Ability to develop and manipulate large,
    complex data sets.
  • Working knowledge of computer and / or
    network security systems, applications, and hardware.
  • Working knowledge of data integrity
    methods and techniques.
  • Ability to perform acceptance testing on
    computer systems, applications, and hardware.
  • Ability to install, maintain , modify, and
    upgrade database software.
  • Technical writing skills.
  • Working knowledge of current technological
    developments/ trends in area of expertise.
  • Ability to operate on a scheduled 24-hour
    on-call basis.
  • Excellent interpersonal and communication
    skills.
Key Performance Indicators:
  • Implemented and deployed the Microsoft
    Dynamics NAV IFMS Tier2 Systems in local governments.
  • Implemented the IFMS Tier 2 Security
    requirements in conformity to the guidelines as provided by the Security
    Administrator.
  • Strengthened   the ICT function in local governments
    through training and support.
  • Built capacity of the Ministry of LG staff
    to continue with the   reforms.
  • The Database Administrator will be
    required to provide the following reports:
  • Quarterly performance reports.
  • Annual performance reports.
  • An end report within two weeks after
    completion of the contract.
