fight against malnutrition, Action Against Hunger / ACF International saves the
lives of malnourished children while providing communities with access to safe
water and sustainable to hunger. With more than 30 years of expertise in
emergency situations of conflict, natural disaster, and chronic food
insecurity, ACF runs life-saving programs in some 40 benefiting five million
people each year. Since 1980, ACF has provided assistance to vulnerable
populations in Uganda. These have included the displaced and returnee
populations of LRA-affected Northern Uganda, Sudanese and Congolese refugees
fleeing fighting in their own countries, and the people of the north eastern
Karamoja region.
Job Summary:  The Human Resource Manager will take charge of
the overall HRM administrative and managerial roles of HRM like; application of
employment, benefits and workers compensation laws and regulations and ACF
employment policies in the contexts of hiring, discipline, employment
termination, training, compensation, benefits, leave, equal opportunity and
other human resources issues.
Key Duties and Responsibilities: 
  • In
    charge of managing expat staff (records, Work permits, Uganda Special
    passes, dependants’ passes and visas, follow up of visa and passport
    expiry dates and ID cards)
  • Responsible
    of arranging flights and visa for break, leave, end of mission, etc.;
  • In
    charge of the management of national staff in Kampala office (records,
    contracts, salaries, leave, medical & worker’s compensation
    insurance).
  • Ensure
    that ACF Uganda HR policies are in line with applicable laws;
  • Serve
    as the focal reference point for all national staff medical insurance and
    workmen’s compensation issues;
  • Actively
    follow-up on staff regulations (making sure that the regulations follow
    the national laws, are coherent and logical, are clear to all staff
    members and their managers, are always respected) and propose changes when
    necessary, in order to continue complying with labor laws;
  • Follow-up
    of employment contracts for the entire mission, in coordination with base
    administrators;
  • Ensure
    that all staff have a job description and, if needed, assist in
    preparation of Job Descriptions or its update;
  • The
    incumbent will be in charge of the preparation of PAYE, NSSF, LST and
    other required taxes on Kampala staff and check those of the bases;
  • Organize
    and plan visits to the field (create ToRs, plan movements in coordination
    with rest of Admin team, complete field report upon return, etc.);
  • Act
    as a reference point to the Base Administrators on national HR issues.
    Train Base Administrators when necessary
  • Compile
    and submit monthly HR reports from all the ACF Uganda bases;
  • Set
    up a regular appraisal system, organize annual appraisal meetings and compile
    completed appraisals;
  • Train
    the managers in the use of HR tools, procedures and policies.
Qualifications, Skills and Experience: 
  • The
    ideal candidate must be a seasoned HR professional with a bachelor’s
    degree in HR Management or related discipline. Possession of a Post
    Graduate qualification in Human Resource Management will be an added advantage
  • A
    minimum of five years’ professional experience across all HR disciplines,
    including employment, benefits, compensation, employee relations, training
    and development, workers compensation and conflict resolution.
  • The
    applicant should have a work style that builds trust within your team
  • Broad
    experience in communicating with staff from diverse cultures &
    professional backgrounds.
  • The
    incumbent must be comfortable and possess the ability to diplomatically
    negotiate towards creative solutions in stressful situations.
  • Ability
    to identify the team’s professional development needs & work with the
    HR department to plan relevant learning & development activities.
  • The
    applicant must respect the diverse opinions & expertise found within
    your team & effectively delegate so that knowledge & experience is
    built from in key activities.
  • Exceptional
    organizational skills and ability to pay attention to small details.
  • Basic
    computer skills, including e-mail, word processing and spreadsheets.
  • Excellent
    interpersonal skills to facilitate interaction with the workforce
