Job Summary:  The HSE Officer will support the ARPE Limited
Project through the provision of efficient and effective management of all
construction and site health, safety and Environment issues. The incumbent will
be responsible for monitoring and oversight of the EPC contractors and their
sub-contractors adherence to regulation.
Key Duties and Responsibilities: 
·        
The
incumbent will monitor and report on the EPC contractors (and subcontractors)
adherence to site rules, health and safety legislation and health and safety
·        
Regularly
review contractor method statements and risk assessments.
·        
The
HSE Officer will outline safe operational procedures which identify and take
account of all relevant hazards;
·        
In
charge of carrying out regular site inspections to check policies and
procedures are being properly implemented;
·        
Where
appropriate, take changes to working practices that are safe and comply with
legislation;
·        
Prepare
health and safety strategies and develop internal policy, where required;
·        
Manage
in-house training with ARPE LTD managers and employees about health and safety
issues and risks;
·        
Maintain
records of inspection findings and produce reports that suggest improvements;
·        
Record
all incidents and accidents and producing statistics for managers and monthly
and other reports;
·        
The
HSE Officer will keep up to date with new legislation and maintain a sound
working knowledge of all Health and Safety (HSE) legislation and any
developments that affect the employer’s activity;
·        
Send
timely management reports, newsletters and bulletins;
·        
Perform
monthly HSE reviews, weekly HSE inspections and daily HSE oversight on all
construction activity
·        
Observe
and record the safe disposal of hazardous substances.
·        
Provide
timely updates and recommendations to the E&S Manager on any HSE issues as
and when they arise.
Qualifications, Skills and
Experience: 
·        
The
ideal candidate for the HSE Officer vacancy should preferably hold a Bachelor’s
Degree in an Environmental discipline is a minimum educational requirement.
·        
Possession
of relevant qualification, prior experience as an HSE officer is essential.
·        
Three
years’ experience dealing with HSE matters on a previous construction site,
preferably hydro.
·        
Possess
the ability to prioritise and multitask is imperative, particularly with
regards to inspecting multiple site activities simultaneously.
·        
High
degree of confidentiality and maturity in handling the implementation of HSE
obligations.
·        
Efficient
organisation and administration skills are essential, in order to efficiently
maintain project records.
·        
An
important requirement is to be able to approach contractors with confidence and
assertiveness in relation to any breaches of HSE obligations.
·        
Fluency
in written and oral English is a mandatory.
·        
General
IT and network administration skills an advantage. Skills
·        
Excellent
written and verbal communication skills.
·        
Superior
time management, planning and organisation.
·        
Computer
literacy i.e. advanced skills with Windows and Microsoft Office Products, in
particular spreadsheets and databases.
·        
Ability
to work under minimal supervision
·        
Keen
attention to detail.
·        
Ability
to decide and initiate action when required.
·        
Ability
and experience in presenting and communicating HSE information.
·        
Ability
to follow instructions and procedures.
·        
Self-driven
individual that takes pride in their work and enjoys achieving personal work
goals and objectives.
