About US:
The Government of Uganda is implementing the Third Financial Management
and Accountability Programme (FINMAP III) with the primary purpose to
strengthen Public Financial Management (PFM) at all levels of government and
ensure efficient, effective and accountable use of public resources as a basis
for improved service delivery. The overall objective of FINMAP is derived from
the GoU PFM reform strategy for the period from July 2014 to June 2018,
launched in August 2014. In line with the strategy, FINMAP aims to encourage effective
service delivery through reinforcing mechanisms for budget credibility,
compliance and control; and to improve financial management practices through
implementation of automated financial management systems. FINMAP interventions
are implemented at both central and local government levels through a number of
components. The programme also has several stakeholders, including Development
Partners. The implementation of FINMAP III entails a significant amount of
coordination effort at all levels. This coordination requirement is met through
the contracting of Staff to support specific Programme areas.
Job Summary: The Senior
Procurement Officer will be responsible for the procurement of Services,
Consultancy and Non Consultancy plus Turn-Key Projects.
Key Duties and
Responsibilities: 
  • Keenly analyze procurement requisitions
    for services and turnkey projects received to verify compliance with the
    procurement procedures.
  • In charge of preparing Component level
    procurement plans for Consultancy Services together with the user
    departments/components.
  • Regularly check and prepare statement of
    requirements for services and turn key projects.
  • Preparing bid documents for services and
    turn key projects.
  • Prepare contract documents for services
    and turn-key projects.
  • Actively participate in bid evaluation for
    Services and turn-key projects.
  • Oversee the preparation of monthly reports
    on the status of ongoing procurements.
  • Manage the preparation of all required
    documentation during the entire procurement and contracting process of
    services and turn key projects using established formats and ensure their
    safe keeping.
  • In charge of the preparation of payment
    for services by Consultants to FINMAP.
  • Oversee the day-to-day operations, record
    keeping and document management system in the procurement section for
    consultancies and turn key projects.
  • Perform any other duties that may be
    assigned by management from time to time.
Key Performance Indicators:
  • Request for Proposal Documents.
  • Monthly reports on the status of
    procurement activities, submissions to Contracts Committee and Accounting
    Officer MOFPED.
  • Quarterly progress reports.
  • Quarterly Procurement Compliance Reports.
  • Annual Procurement audit report.
  • An up to date record keeping and document
    management system.
  • Any other reports requested for from time
    to time.
Qualifications, Skills and
Experience: 
  • The incumbent should preferably hold an Honors
    Bachelor’s Degree in Law, economics, Finance, Engineering and Procurement
    and Supply Chain Management.
  • Possession of Full Professional
    Qualification in Procurement and Supply chain management (CIPS).
  • A post-graduate qualification in a related
    discipline is desirable.
  • At least five years’ experience in the
    procurement function, two of which should have been working as a Senior
    Procurement Officer.
  • Computer literacy i.e. working knowledge
    in the use of Microsoft Office Applications (MS Excel, Word, PowerPoint,
    Project).
  • Working knowledge and use of any
    computerized financial accounting software application will be an added
    advantage.
  • Excellent communication skills.
  • Excellent interpersonal skills and ability
    to relate well with a multiplicity of stakeholders.
  • Mentoring/Supervisory skills will be an
    added advantage.
  • Good negotiation skills.
