About SINFA:
Stitching Internet Now
Foundation for Africa (SINFA) was established in Uganda in 2013 as a result of
the Internet Now! Project managed by Oxfam Novib. It is a for-profit social
enterprise that addresses social development needs of local communities. It is
also one of the fastest growing companies in Northern Uganda offering a unique
set of services with the overall objective of providing employment and income
generating services in the rural communities across Africa through affordable
and sustainable high speed internet.
Specifically in Northern
Uganda, SINFA uses a demand driven and market-oriented approach to improve
livelihoods through engagements with the Government and the private sector to
promote significant enhancement of information and communication technologies
as well as agricultural sector interventions for the benefit of rural
communities. It is able to achieve this through an elaborate Wi-Fi network of
interconnected community centers; 20 centers in the districts of Adjumani,
Amuru, Gulu, Moyo and Nwoya. Sophisticated activities are planned to extend
more of such centers to the districts of Agago, Kitgum, Lamwo and Pader. The
centers have special containers which are solar powered, fully furnished; each
equipped with 10 computers and connected via high speed wireless internet.
Since inception SINFA has
rolled out services that directly and indirectly provide employment
opportunities in the area of Business Process Outsourcing (BPO), very
affordable and high speed Wireless Internet Services provision (Zoom-Wireless)
based on a national voice and data license, as well as agricultural information
access through a commodity resource platform (Oction X).
By the end of 2015, SINFA
intends for at least 800 youth to have been employed in micro work, 5000 people
in remote villages having received basic IT training and are computer literate,
7200 farmers making use of the commodity resource platform and 1000 visitors a
week making use of the affordable internet access via the community centers. In
the long run, it is the ambition of the enterprise and the project in general
to expand the business and network beyond the northern districts to other
regions of Uganda and other African countries.



Job Summary:  The Finance and Administration Manager will be in charge of providing leadership on the Financial Management and Accounting function. He / she will also be responsible for Human Resource planning to support attainment of the strategic objectives. The incumbent will also be managing and supervising the Procurement and Logistics unit.
Key Duties and Responsibilities:
 
Financial Management and Accounting
  • Work
    closely with the General Manager and department heads on preparation of
    annual budgets.
  • Liaise
    with senior management to prepare financial forecasts.
  • Manage
    the development, any reviews and implementation of financial manual and
    internal control systems.
  • Oversee
    the accounting function and ensure proper accountability of resources.
  • Actively
    monitor actual expenditures against approved ones and advise or make
    recommendations for future action.
  • Work
    closely with the Accountant, external and internal auditors to prepare
    periodic financial statements.
  • In
    charge of developing financial management mechanisms that minimize
    financial risk.
  • Technically
    support and enforce compliance with all statutory requirements and
    guidelines. 
  • The
    incumbent will prepare periodic management accounts and financial reports.
  • Coordinate
    internal and external audits and take leadership in addressing audit
    findings.
  • Maintain
    an asset register and depreciation schedule.
2. Human Resource and Administration:
  • Develop/review
    human resource, employee relation and administrative policies and
    procedures.
  • Ensure
    adherence to general office guidelines and regulations including health
    and safety procedures.
  • Technically
    support management in developing key performance indicators for staff and
    coordinate the staff performance appraisal process.
  • Steer
    the identification of skills gaps, develop and implement a skills
    development and capacity building plan for staff.
  • Manage
    the staff welfare function, the monthly compilation and administration of
    the payroll, leave, advances and all welfare related issues.
  • Manage
    and coordinate the recruitment, on-boarding and posting of new staff.
  • Oversee
    the development and implementation of an effective recognition and reward
    system.
3. Procurement and Logistics:
  • Develop/Review,
    implement and maintain an effective system of procurement and storage of
    materials and supplies.
  • Ensure
    the timely procurement of office supplies, production material and any
    other materials or logistics required to support the various SINFA
    projects.
  • The
    incumbent will develop, implement and maintain a system for tracking,
    monitoring proper usage and maintenance of organization equipment,
    furniture, supplies and machinery.
  • Oversee
    the process of sourcing, identification, selection and contracting of
    vendors and suppliers.
  • The
    incumbent will lead negotiations on service level agreements with partners
    e.g. insurers, auditors, bankers and other service providers
  • Maintain
    an updated database and well documented service and vendor contracts to
    facilitate the timely and accurate processing of payments.
  • Establish,
    nurture and maintain mutually beneficial business relationships with
    vendors and suppliers to foster feedback and continuous improvement.
  • Understand
    and keep track of market factors and forecast key cost drivers.
  • Support
    regular auditing of inventory and inventory related documentation.
  • Consolidate
    and send periodic logistics reports.
Qualifications, Skills and
Experience: 
  • The
    ideal candidate should preferably hold a Degree in Accounting or Finance.
  • Possession
    of professional qualification is an added advantage i.e. CFA, CIMA, ACCA,
    CPA.
  • At
    least three years’ experience in a senior financial management position in
    a business environment.
  • Broad
    and demonstrable experience in all dimensions of operations: Finance,
    Human Resource, Administration, Procurement and Logistics.
  • Strong
    background in strategic leadership and people management.
  • Conversant
    with industry standard software packages.
  • Excellent
    computer skills especially MS Excel.
  • Clear
    and effective oral and written communication skills with the ability to
    translate financial data into concepts that non-financial staff can
    understand
