About UNBS:
Uganda National Bureau of Standards
(UNBS) is a statutory body under the Ministry of Trade Industry and
Cooperatives mandated to coordinate the elaboration of standards and quality of
products and services so as to facilitate fair trade, promote local industries
and protect consumers.
Job Summary:  The
Director Compliance will provide oversight on the Directorate of Compliance
through monitoring, analysis, coordination and implementation of UNBS policies
and programmes as well as provide regular policy, technical and performance briefs
on enforcement of standards to management.
Key Duties and Responsibilities: 
·        
In
charge of developing and implementing the strategic plan for the Directorate
which will enable UNBS realize its mandate.
·        
The
job holder will prepare the Annual Budget and Work Plan for the Directorate
aligned to the Strategic Plan and available resources in enforcement of
standards as provided under the UNBS Act and the Weights & Measures Act.
·        
Oversee
the Standards enforcement activities to ensure alignment to existing laws,
regulations and UNBS policy and procedures framework.
·        
He /
she will also develop and manage strategic relationships with other Regulators
and Development Partners to supplement UNBS Compliance activities
·        
Plan
and schedule meetings and stakeholder engagements to coordinate compliance
activities within UNBS, and participate at National and Regional levels.
·        
Actively
monitor and evaluate performance of Departments within the Directorate to
ensure that they realize set Targets and optimal use of Resources.
·        
Offer
technical and administrative support to top management decisions impacting both
internal and external clients.
·        
Prepare
and/or review technical briefs, papers and presentations to assist in the
innovations, policy and performance of UNBS enforcement activities.
·        
Prepare
and provide regular Reports to Management on the performance of the Directorate.
·        
Manage
the performance and development of staff within the Directorate.
Qualifications, Skills and
Experience: 
·        
The
applicant should preferably hold a Master’s Degree in science or other science
related qualification, or law from a recognized University/Institution.
Applicants who possess Masters Degrees in other fields MUST have an honours
degree in science or science related fields or law.
·        
At
least twelve (12) years related work experience and skills; eight (8) years of
which should be at a senior management level preferably in law, standards or
standards related fields in a reputable organization
·        
Familiarity
with the Standards Bodies regulatory processes and requirements is essential
·        
Membership
to a recognized professional body, related to the role.
·        
Strategic
management and leadership competences
·        
Superior
people (team) leadership skills
·        
Hands-on
Research, Networking and Data/information management skills
·        
Excellent
communication, negotiation and well developed presentation skills
·        
Detailed
understanding and knowledge of the legislative, strategic and operating
environment impacting Uganda National Bureau of Standards.
·        
High
level of integrity and professionalism.
·        
Demonstrated
ability to build and maintain relationships with multiple stakeholders.
·        
Proven
capacity to profile and proactively mitigate and/or effectively manage
compliance risks
·        
Sound
ICT skills (MS Word, Excel, PowerPoint, and the Internet applications among
others)
·        
Age: less than 50 years
